EARLY MARKET ENGAGMENT(EME) NOTICE

The Government of Rwanda has received financing from the World Bank toward the cost of the Rwanda Digital Acceleration Project (RDAP) and intends to apply part of the proceeds toward payments under the contract for hiring a firm to implement the shared government data hub and the data interoperability platform.

The establishment of a Government Data Hub and the Interoperability Platform will be implemented through four pillars, namely: (i) legal and regulatory requirements, (ii) organizational interoperability, (iii) technical interoperability and (iv) semantic interoperability

The Early Market engagement exercise is recognized as a critical step towards the successful delivery of this activity enabling the borrower to refine procurement strategies, identify potential risks and enhance competition through informed market participation

Therefore, The Rwanda Information Society Authority (RISA) invites interested solution providers/firms/companies to participate in Early Market Engagement for the aforementioned tender scheduled to take place virtually on 17th November 2025 at 02:00pm local time and expect the feedback on or before 21st November 2025 at 05:00pm local time
