• The Government of Rwanda has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation Rwanda Project and intends to apply part of the proceeds toward payments under the contract[1] for Supply of Forklifts, spider crane and logger machines “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

2. The Energy Development Corporation Limited (EDCL) now invites sealed Bids from eligible Bidders for Supply of spider crane, Supply of Forklifts, and Supply of logger machines. This tender is composed by Three Lots (3). Supply of spider cranes, Supply of Forklifts, and Supply of logger machines.

3. The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”) and is open to all eligible Proposers s as defined in the Procurement Regulations

4. Interested eligible Bidders may obtain further information from EDCL via E- Procurement System.

5. The bidding document in English may be purchased by interested eligible Bidders upon payment of a nonrefundable fee of 10,000Frw. The method of payment will be deposit on the Bank Account N° 1000057734 in Frw opened at National Bank of Rwanda in the name of EDCL EAQIP IDA Designated Account, Swift Code: BNRWRWRW

6. Bids must be submitted through e-procurement system on or before 07/11/2025 at 10:00 am (Local Time). Late Bids will be rejected by the system. Bids will be publicly opened (automatically) by the system on 07/11/2025 at 10:30am.

7. All Bids must be accompanied by a “Bid Security” of Lot 1: 5,000,000 Frw; Lot 2: 5,400,000 Frw and Lot 3: 6,000,000 Frw issued directly by a bank or a local insurance company. Swift transaction guarantees are not acceptable

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
