ASSIGNMENT TITLE: TENDER DOCUMENT FOR THE SUPPLY OF PROMOTIONAL MATERIALS AND CONDUCT MASS-USER AWARENESS CAMPAIGN UNDER FRAMEWORK CONTRACT.

The Development Bank of Rwanda wishes to invite all interested and qualified bidders to submit their best proposals for supply of promotional materials and conducting mass-user awareness campaign under framework of three years (3) as detailed in the following lots:

• Lot1: Supply Promotional Materials:
• Design and printed IEC (Information, Education, and Communication) materials (brochures, banners, flyers) as required by BRD/field staff.
• Branded items (T-shirts, caps, etc.)

• Lot 2: Media & Roadshow Campaigns:
• Organize monthly radio talk shows, 36 shows for 3 years. Each talk show will be allocated a maximum of 30 minutes.
• Schedule DJ mentions and short ads on local FM.
• Social Media campaigns, on a need basis.
• Roadshow activations, on a need basis.

In this regard, the Development Bank of Rwanda wishes to invite all qualified suppliers to submit their Technical and Financial Proposals for the above-mentioned services, according to the terms of reference detailed in the Request for Proposal.

The Tender document in English may be obtained from procurement office from 29/07 /2025 during office hours (8:30 am to 6:00 pm, Local time) upon presentation of proof of payment of a non-refundable fee of Twenty Thousand Rwandan Francs (20,000 Frw) deposited on the account Nº 4414310784 of BRD opened in BPR Bank Rwanda Plc.

Well bound and sealed bids presented in 3 hard copies, one of them marked “Original” and 2 hard copies marked "Copy" of the bids. These should be submitted in the BRD procurement office, not later than 12 August 2025, at 10:00am local time. Soft copies well protected with password should be submitted on the following email procurement@brd.rw, brd@brd.rw.

The bids shall be opened in the presence of the bidders or their representatives who wish to attend the opening session in the BRD meeting room. Please note that the bids will be put in an envelope indicating the name, the address of the prospective bidder and title of the tender which will be marked as follows:
