Original Text
The Rwanda Polytechnic (RP) have received funds from Agence Française de Development (AFD) for the TVET Development for Transformation (TDT) project. RP intends to use a portion of those funds for the design and supervision services of construction of Hostels at RP Kigali and Gishari Colleges. Under the same project, RP intends to hire the consultant firm(s) to undertake the design and supervision of access road to new students’ hostels of RP Gishari College which will be constructed under the support of TDT project.
Rwanda Polytechnic intends to apply part of the proceeds for Consultancy Services for the Design and Supervision of Student Hostels Construction at RP Kigali and Gishari Colleges, including the Design and Supervision of an Asphalt-Paved Access Road to RP Gishari College Hostels, under Three Lots. Rwanda Polytechnic now invites consulting firms to express their interest in providing the above-mentioned services.

Scope of the assignment
This Request for Expressions of Interest is open to:

This Request for Expressions is addressed to international and national firms consulting firms operating in the field of building and civil engineering for design and supervision assignments.
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.
Joint venture is allowed and it is limited to two JV members.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
 a copy of the JV Agreement entered into by all members,
or
 a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.

A brief description of campuses and the works to be carried out is attached in appendix 1.

The tender includes 3 lots :
LOT 1: Design and Supervision of construction of Student Hostels at RP Kigali College.
LOT 2: Design and Supervision of construction of Student Hostels together with multisport courts at RP Gishari College.
LOT 3: Design and Supervision of Construction of the Access Road to RP Gishari College Hostels.

Consulting firm/JV may express their interest and apply for all lots but can not be awarded more that two lots. And EOI should clearly indicates the specific lot is applying to whether Lot 1 or Lot 2.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform the above Services. For that purpose, documented evidence of recent and similar services shall be submitted.
