• At least 3 years of experience working in the banking sector.

Bachelor’s degree in information and communication technology, Project management, or related area
• At least 5 years working experience in public and private companies, and 3 years working in KM programs, designing KM frameworks, conducting research, facilitating coaching
& mentoring sessions for Knowledge transfer, and conducting trainings, etc.
• Understanding of banking sector is an advantage

• An engineer with at least 3 years’ experience in the development/ deployment of a digital platform, focusing on back-end technology.

DEVELOPMENT OF A COMPREHENSIVE APPROACH AND A ROBUST FRAMEWORK PERTAINING TO KNOWLEDGE CAPTURING OPERATIONS FOR A RESILIENT AND KNOWLEDGE - DRIVEN ORGANIZATION (LOT1)
& SETTING UP DIGITAL PLATFORMS/ PORTAL TO SUPPORT IN HOSTING AND SHARING KNOWLEDGE WITHIN BRD AND ITS BUSINESS ECOSYSTEM (LOT2)
Expressions of Interest

The Development Bank of Bank Rwanda (BRD) Plc has received/ has applied for a financing from Agence Française de Développement ("AFD"), and intends to use part of the
funds thereof for payments under the following project (Development of a comprehensive approach and a robust framework pertaining to knowledge capturing operations for a
resilient and knowledge - driven organization (Lot1) & Setting up digital platforms/ portal to support in hosting and sharing knowledge within BRD and its business
ecosystem (Lot2)).The Development Bank of Rwanda (BRD) Plc hereby invites Applicants to show their interest in delivering the Services described above.
This Request for Expressions of Interest is open to:
Consulting firms Individual consultants
NGOs Joint Venture between NGO(s) and consulting firm(s)
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on
AFD’s website: http://www.afd.fr.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or
participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
a copy of the JV Agreement entered into by all members,
or
a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must the following:
- provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services
shall be submitted.
- Company registration certificate
Determination of the similarity of the experiences will be based on:
- The contracts size: should be around atleast 120 calendar days for lot1 and 60 calendar days for lot2
- The nature of the Services: Development of a comprehensive approach and a robust framework pertaining to knowledge capturing operations for a resilient and knowledge -
driven organization (Lot1) & setting up digital platforms/ portal to support in hosting and sharing knowledge within BRD and its business ecosystem (Lot2).
- Skills and availability of in-house technical back-up experts provided to the on-site experts
• The technical area and expertise experience: Extensive proven record and experience in; 1) developing frameworks that enable AI-Based Knowledge Capture & Discovery
and automate the extraction, structuring, and retrieval of knowledge from diverse sources. 2) designing Interactive & Multimodal Knowledge Tools, and incorporating
AI-powered search, recommendation engines, chatbots, and visualization tools; and 3) developing user friendly and interactive platforms for capturing and sharing the
Knowledge content within the Bank and its ecosystem.
- The location: Africa and Rwanda
Among the submitted applications, The Development Bank of Rwanda BRD Plc will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the
Services shall be sent.
