TITLE: Rehabilitation and extension of water supply systems in 6 districts under SPRP intervention.

• Water & Sanitation Corporation Ltd hereinafter called ‘’Client” funded by the Government of Rwanda intends to apply a portion of the funds to eligible payments under the tender for Rehabilitation and extension of water supply systems in 13 districts under SPRP intervention.
• The tender is divided into 7LOTS , No company is allowed to be awarded more than 2Lots and each bidder may submit for one or more than one lot as named below:

Lot 1: Rehabilitation and extension of Nine (9) water supply systems in Nyabihu Districts, category B in drinking water supply

Lot 2: Rehabilitation and extension of Four (4)water supply systems in Rubavu Districts, category A in drinking water supply

Lot 3: Rehabilitation and extension of Five (5) water supply systems in rusizi Districts, category B in drinking water supply

Lot 4: Rehabilitation and extension of Ten (10) water supply systems in Nyaruguru Districts category B in drinking water supply

Lot 5 : Reinforcement and upgrade of one (1) water supply systems in Nyamagabe Districts category A in drinking water supply

Lot 6 : Rehabilitation , extension and Upgrading Nkomero -Kinihira water supply systems in Ruhango Districts category A in drinking water supply

• The Water & Sanitation Corporation Ltd now invites, by the present invitation to tender, bids from eligible and qualified bidders for construction/rehabilitation of water supply systems. The execution period will be Eighteen months (18 months) from the date of reception of service order.
• Bidding will be conducted through national open competitive bidding and participation to the competition is open to all companies or enterprises allowed to compete for tenders under category A for lot 2,5&6 ,Category B for lot 1,3&4 in drinking water supply and have a trading License and RPPA categorization in the related construction field.
• Interested eligible bidders may obtain further information and inspect the Bidding Documents through e-procurement system,
• Qualifications requirements include[1]: technical capability (qualified key personnels and similar references), financial capacity (annual turn over,Credit line etc….) more information on requirements are mentioned in the Bid Data Sheet. A margin of preference for eligible national bidders/joint ventures “shall” be applied.
• A complete set of bidding Documents in English may be obtained by interested bidders in e-procurement system. The interested bidder shall present in the e-procurement system the bank slip as a proof of payment of a non refundable fee of 10,000Rwf or its equivalent in a freely convertible currency at the exchange rate applicable at the National Bank of Rwanda (BNR) at the day of payment.
• An optional site visit is scheduled on the date specified in the e-procurement system and will be conducted by WASAC Ltd. The venue for departure is fixed at 9:00 a.m local time or 7:00 a.m GMT at WASAC Ltd Head Quarter.
• Bids will be submitted through E-Procurement system at the date and time specified in e-procurement system at the date and time indicated. Bids will be opened electronically in the E-procurement system at the date and time indicated.

• All bids must be accompanied by a Bid Security per each lot (from Bank or other recognized financial institution) of the amount specified in the e-procurement system.

• Bidding will be conducted in accordance with the Law N°62/2018 of 25/08/2018 governing public procurement and instruction and condition of categorization of companies will be applied. Bids shall remain valid for 120 days starting from the day of submission.
