1.The Government of Rwanda has received financing from the World Bank toward the cost of the Rwanda Digital Acceleration Project and intends to apply part of the proceeds toward payments under the contract for Development of Single Digital ID Core and Support Modules Solution. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2.The Rwanda Information Society Authority (RISA) now invites sealed Proposals from eligible Proposers for Development of Single Digital ID Core and Support Modules Solution. The development and installation period are 12 months with post implementation support (Maintenance Management) of 12months. The potential proposers are required to have relevant experience of Ten (10) years and should have executed at least one (1) similar assignment of at least US$5,000,000 with a certificate of good completion. Proven experience of similar assignments with the region or Rwanda is an added advantage.

3.The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers September 2023, 5th edition (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

4.Interested eligible Proposers may obtain further information from Rwanda Information Society Authority (RISA) represented by Jane BATETA, Chief Finance Officer (CFO), Email: jane.bateta@risa.gov.rw and inspect the request for proposals document during office hours 0900 to 1700 hours Rwanda Time at the address given below

5. The interested bidders can view and obtain the bidding document free of charge on https://www.linkedin.com/feed/update/urn:li:activity:7175945739653550080/. The bidding document is in English language.

6.Proposals must be delivered to the address below address on or before 04th June 2024 at 10:00am, Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address on RISA offices at Telecom house 8 KG 7St, Kacyiru, Kigali,3rd Floor wing C room number No 02:procurement office 04th June 2024 at 10:30am. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

7. All Proposals must be accompanied by a Proposal Security of Two Hundred Twenty-Five Thousand US Dollars (USD 225,000) or its equivalent amount in a freely convertible currency.

8.An Optional site visit is planned in the week of April 29th - May 03rd, 2024 from 10:00am to 02pm ; Proposers’ designated representatives will be received at RISA offices at Telecom house 8 KG 7St, Kacyiru, Kigali,3rd Floor at https://lnkd.in/eP5bJr9M for a tour of the key SDID hosting locations.
