Selection Criteria
Determination of the similarity of the experiences will be based on:
Criterion 1 : The completed contracts size by the Consulting Firm:
The consulting firm should have completed at least Two (2) projects for detailed design and supervision of health infrastructure construction projects proven by certificate of
good completion with its corresponding contract.
The completed health infrastructure projects should have minimum capacity of 400 beds including the special department/services in the hospital such as operating theaters,
Maternity, Neonatology, Pediatrics Internal medicine, Emergency and other polyblock organization.
Criterion 2: The nature of the service
The consultant should have experiences in:
- Detailed Geotechnical studies;
-Submission of Inception Report illustrating how the consultant intend to carry out the assignment and the detailed work plans.
-Detailed engineering design (Architectural drawing, Mechanical, electrical and Plumbing design, Structural design, etc…
-Assistance in preparation and tendering process to hire the contractor for construction works
-Assisting the Client in the Construction management and coordination.
-Supervision of construction works and reporting.
Criterion 3 : The technical area and expertise
- The consultant should have expertise in the Detailed Design and supervision of hospital building
- High Environmental Quality or similar certification standards
-The consultant should have expertise in the design of health facilities for Gynecology and Obstetrics-related services Including Maternity and Neonatology.
Criterion 4: The location references
-The completed consultancy services related to the detailed design and supervision of Health infrastructure projects should have been conducted in sub-Saharan African countries;
having that experience in Rwanda will be an added value.

Rwanda Housing Authority has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the
following project: Rehabilitation of Ruhengeri Referral Hospital (CF. Annex)
The Services of the consultant shall consist of detailed design and supervision of Rehabilitation of Ruhengeri Referral Hospital with estimated cost around of 3M€.
Rwanda Housing Authority hereby invites Applicants to show their interest in delivering the Services described above.

The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or
participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
A copy of the JV Agreement entered into by all members,
Or
A letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of
recent and similar services shall be submitted
Rwanda Housing Authority will shortlist applicants, and selection will be based on the evaluation of applications received. The Request for Proposals (RFP) will be sent to
the short-listed applicants.
The first six consultants firm will be invited to subimit their Request for Proposal both Technical and Financial proposals.

Expressions of interest written in English must be submitted through www.umucyo.gov.rw not later than: refer to Umucyo e-procurement
system (three weeks from the date of publication).
