• The Government of Rwanda has received financing from the World Bank toward the cost of the Quality Basic Education for Human Capital Development project in Rwanda and intends to apply part of the proceeds toward payments that may be awarded under the Framework Agreements (FAs) for printing and delivery of textbooks and teacher guides, concluded through this RFB Primary Procurement process.
• The Procuring Agency is undertaking the Primary Procurement with a view to concluding Framework Agreements. The Procuring Agency is the sole Purchaser under the Framework Agreements. The Procuring Agency now invites sealed Bids from eligible Bidders for the printing and delivery of textbooks and teacher’s guides between 2023 and 2026 in Three Lots as follows;

LOT1: Printing and delivery of Lower primary textbooks and Teacher guides for Kinyarwanda

LOT2: Printing and delivery of Lower primary textbooks and Teacher guides for English

LOT3: Printing and delivery of Lower primary textbooks and Teacher guides for Mathematics

• The Framework Agreements to be concluded will be “Single-User.” The Single-User entitled to purchase under the Framework Agreements is Rwanda Basic Education Board (REB)
• The Framework Agreements to be concluded will be “single Supplier per Lot.”
• The selection of a FAs Supplier to be awarded a single supplier Contract will be done through a Secondary Procurement process as defined in the Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods under a FAs.
• Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July, 2016 as amended from time to time (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
• The Framework Agreements shall be concluded for a Term of 3 years from the commencement date stated in the Framework Agreement.
• The Primary Procurement shall establish a Closed Framework Agreement(s).
• Interested eligible Bidders may obtain further information from the Rwanda Basic Education Board, SABITI George Bush, gbsabiti@reb.rw, and inspect the bidding document during office hours (9:00 am to 5:00pm local time) at the address given below.
• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Fifteen Thousand Rwandan Francs (15,000 FRW).
