The Republic of Rwanda (“Recipient”) signed with the International Development Association (“Association”) an agreement N0 IDA Credit 7206-RW (Social Protection Transformation Project P177492) for strengthening the social protection programs and delivery systems to improve access of poor and vulnerable households to human capital and economic inclusion services.
The project development objective will be achieved through (i) Improving the design of Vision Umurenge Program (VUP) to address service delivery issues, specifically to improve the coverage of the poor and effectiveness of safety nets programs; (ii) Enhance safety nets linkage to human capital investment, particularly among households with young children to address risks of malnutrition and enhance child development; (iii) Supporting management capacity, human resource capacity and systems at both central and local government levels.
The four project components are the Strengthening of Social Security National Programs to Accelerate Human Capital Development, Support to Economic Inclusion, Transformative Systems (digitization) and Capacity building & policy and program coordination. Specific major goods, non-consultancy services and consultancy services shall include but not limited to the following:
Provide service for skills development and Apprenticeships and Support to strengthening Non Government Organisations & Civil Society Organisations partnership framework in monitoring implementation of SP programs in 20 Districts,
Start-up toolkits for distribution under Productive asset transfer in 30 Districts,
Livestock for distribution under the Asset Transfer scheme in 30 Districts,
Data collection equipment,
Outsource capacity development and disseminate the behaviour change and communication with stakeholders,
Development of social registry information system.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers of November 2020 and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website.
