INVITATION TO BID
FOR
Supply, Delivery and Commissioning of One (1) Lot Back-up and Replication Solution Subscription for One (1) Year
ITB No. EMB-GOODS-NCB-2026-0009
1. The Environmental Management Bureau, through the General Appropriations Act (GAA) for 2026 intends to apply the sum of Five Million Eight Hundred Forty-Five
Thousand Pesos (PhP5,845,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply, Delivery and Commissioning of One
(1) Lot Back-up and Replication Solution Subscription for One (1) Year per ITB No. EMB-GOODS-NCB-2026-0009. Bids received in excess of the ABC shall be
automatically rejected at bid opening.
2. The Environmental Management Bureau now invites bids for Supply, Delivery and Commissioning of One (1) Lot Back-up and Replication Solution Subscription for
One (1) Year. Delivery of the Goods is required within ninety (90) calendar days upon receipt of the Notice to Proceed in Calendar Year 2026. Bidders should
have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible
bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised
Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding
capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or
privileges to Filipino citizens, pursuant to RA 5183.
4. Interested bidders may obtain further information from EMB-BAC Secretariat and inspect the Bidding Documents at the Environmental Management Bureau, DENR
Compound, Visayas Avenue (email address: bids@emb.gov.ph) from 8:00 AM to 6:00 PM, Mondays to Thursdays.
5. A complete set of Bidding Documents may be acquired by interested Bidders on April 8, 2026 to April 28, 2026 from the address given and upon payment of the
applicable fee for the bidding documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (PhP10,000.00). The
Procuring Entity shall allow the bidder to present its proof of payment for the fees and official receipt representing payment for bidding documents.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The EMB-BAC will hold a Pre-Bid Conference on April 16, 2026/10:00 AM at a designated conference room at the and/or through video conferencing via Microsoft
Teams, which shall be open to prospective bidders. “All Prospective Bidders SHALL attend the pre-bid conference on-site (face-to-face).”
Interested bidders shall inform the EMB-BAC, through the Secretariat, either by sending an email at bids@emb.gov.ph or communicate with the latter through any
mode of communication, of their intention to participate in the Pre-Bid Conference at least one (1) day prior to the date of the conference with the following

7. Hard copy of bids with a soft copy on a USB must be duly received by the EMB-BAC Secretariat through manual submission at the office address given on or
before 9:30 AM, April 28, 2026.
LATE BIDS SHALL NOT BE ACCEPTED.
8. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18.1.
9. The Bid Opening shall be on April 28, 2026/10:00 AM at a designated conference room at the Environmental Management Bureau, DENR Compound, Visayas Avenue,
Quezon City and/or via Microsoft Teams. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. “All
prospective bidders SHALL attend the Bid-Opening on-site (face-to-face).”
10. The Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB) will conduct a tie-breaking method in case of a tie
between bidders being the Lowest Calculated and Responsive Bid (LCRB).

11. The Environmental Management Bureau reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time
prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
