MUNICIPALITY OF ARAKAN
CONSTRUCTION OF SINGLE BARREL CULVERT ACROSS MUYAS CREEK ALONG BRGY. ALLAB-BRGY. LANAO KURAN CORE LOCAL ROAD
1) The Local Government Unit of Arakan, through the 20% DEVELOPMENT FUND and FY 2026 intends to apply the sum of One Million Seven Hundred Thousand Pesos only
(₱ 1,700,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for CONSTRUCTION OF SINGLE BARREL CULVERT ACROSS MUYAS CREEK
ALONG BRGY. ALLAB-BRGY. LANAO KURAN CORE LOCAL ROAD. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Local Government Unit of Arakan, now invites bids for CONSTRUCTION OF SINGLE BARREL CULVERT ACROSS MUYAS CREEK ALONG BRGY. ALLAB-BRGY. LANAO KURAN CORE
LOCAL ROAD Completion of the Works is required 75 calendar days. Bidders should have completed a contract similar to the Project. The description of an
eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise
known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or
outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from the Bids and Awards Committee (BAC), Secretariat and inspect the Bidding Documents at the address
given below from 8:00 AM to 4:00 PM during Monday to Friday excluding holidays.
5) A complete set of Bidding Documents may be acquired by interested bidders on April 6, 2026 to April 13, 2026 from the BAC office at GSO Building, three (3)
days after the submission of the letter of intent upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the
GPPB, in the amount of Five Thousand Pesos (Php 5,000.00)
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS.
6) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through Manual Submission on or before April 14, 2026, 1:30 p.m. Late bids
shall not be accepted.
7) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
8) Bid opening shall be April 14, 2026, 2:00 p.m. at BAC office at GSO Building. Bids will be opened in the presence of the Bidders’ representatives who
choose to attend the activity.
9) The Bidders shall submit their bids only One (1) Original bidding Documents with folder through their respective duly authorized representatives using the
forms specified in the Bidding Documents in two (2) separate sealed bid envelopes which shall be submitted simultaneously, whether through manual or online
submission. The first shall contain the technical component of the bid, including the eligibility requirements under ITB Clause 12, and the second shall
contain the financial component of the bid. Bidders shall enclose their technical documents described in ITB Clause 12 in one sealed envelope marked
“TECHNICAL COMPONENT”, and the financial component in another sealed envelope marked “FINANCIAL COMPONENT”, sealing them all in an outer envelope
marked “BID”.

10) The Local Government Unit of Arakan, reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time
prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
