MUNICIPALITY OF ARAKAN

INVITATION TO BID FOR THE

SUPPLY AND DELIVERY OF ASSORTED FRUIT SEEDLINGS FOR IP COMMUNITY BENEFICIARIES OF BRGY. KULAMAN, VALLEY AND SAN MIGUEL, ARAKAN, COTABATO

1) The Local Government Unit of Arakan, through the DEVELOPMENT FUND and FY 2026 intends to apply the sum of (₱555,600.00) Five Hundred Fifty-Five Thousand Six Hundred Pesos being the Approved Budget for the Contract (ABC) to payments under the contract for the SUPPLY AND DELIVERY OF ASSORTED FRUIT SEEDLINGS FOR IP COMMUNITY BENEFICIARIES OF BRGY. KULAMAN, VALLEY AND SAN MIGUEL, ARAKAN, COTABATO with Reference No. 2026-G-9. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Local Government Unit of Arakan, now invites bids for SUPPLY AND DELIVERY OF ASSORTED FRUIT SEEDLINGS FOR IP COMMUNITY BENEFICIARIES OF BRGY. KULAMAN, VALLEY AND SAN MIGUEL, ARAKAN, COTABATO Delivery of the Goods is required 30 Calendar Days from receipts of Notice to Proceed. Bidders should have completed, at least Two (2) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

ii) Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.

4) Interested Bidders may obtain further information from the Bids and Awards Committee (BAC), Secretariat of Local Government Unit of Arakan and inspect the Bidding Documents at the address given below from 8:00 AM to 4:00 PM during Monday to Friday excluding holidays.

5) A complete set of Bidding Documents may be acquired by interested Bidders on April 6, 2026 until April 13, 2026, from the BAC office at GSO Building, two (2) days after the submission of the letter of intent upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos only (Php1,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS).

6) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through Manual Submission or online submission at the BAC office at GSO Building on or before April 14, 2026, 1:30 p.m. Late bids shall not be accepted.

7) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

8) Bid opening shall be on April 14, 2026, 2:00 p.m. at BAC office at GSO Building. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

9) The Bidders shall submit their bids only One (1) Original bidding Documents through their respective duly authorized representatives using the forms specified in the Bidding Documents in two (2) separate sealed bid envelopes which shall be submitted simultaneously, whether through manual or online submission. The first shall contain the technical component of the bid, including the eligibility requirements under ITB Clause 12, and the second shall contain the financial component of the bid. Bidders shall enclose their technical documents described in ITB Clause 12 in one sealed envelope marked “TECHNICAL COMPONENT”, and the financial component in another sealed envelope marked “FINANCIAL COMPONENT”, sealing them all in an outer envelope marked “BID”.

10) The Local Government Unit of Arakan, reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
