INVITATION TO BID FOR
OTHER SUPPLIES (TENT 4mx5m Semi – Bungalow w/ Customized Printing)
1. The Municipality of Balamban, through the Office of the Mayor – Other PPE Continuing – 770,000.00 & Other PPE current – 880,000.00, intends to
apply the sum of ONE MILLION SIX HUNDRED EIGHTY THOUSAND PESOS ONLY (₱ 1,680,000.00) being the total Approved Budget for the Contract (ABC) to payments
under the contract OTHER SUPPLIES (TENT 4mx5m Semi – Bungalow w/ Customized Printing). Bids received in excess of the ABC shall be automatically rejected
at bid opening.
2. The Municipality of Balamban, now invites bids for the OTHER SUPPLIES (TENT 4mx5m Semi – Bungalow w/ Customized Printing) Office of the Mayor.
Delivery of Goods is required 30 days after the issuance of the Notice of Award. Bidders should have completed, within 2 years from the date of submission
and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in
Section II. Instruction to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA
No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding
capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights
or privileges to Filipino citizens, pursuant to RA 5183.
4. Interested bidders may obtain further information from the Municipality of Balamban and inspect the Bidding Documents at the address given below during
8:00 AM- 12:00 AM and 1:00 PM- 5:00 PM, Monday to Thursday only.
5. A complete set of Bidding Documents may be acquired by interested Bidders April 2 - 22, 2026 from the given address below and upon payment of the
applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of FIVE THOUSAND ONLY (₱ 5,000.00). The
Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through electronic means.
6. The Municipality of Balamban will hold a Pre-Bid Conference on April 8, 2026 at 3:00PM at Office of the BAC, Market Operations Bldg., Balamban, Cebu,
which shall be open to prospective Bidders.
7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before April 22, 2026. Late bids
shall not be accepted.
8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
9. Bid opening shall be on April 22, 2026 at 1:00 PM at the given address below. Bids will be opened in the presence of the bidders’ representatives who
choose to attend the activity.
10. Each bidder shall submit one (1) certified copy from the original copies of the first and second components of the bid. Bidders shall enclose their
original eligibility and technical documents in one sealed envelope marked “ORIGINAL-TECHNICAL COMPONENT”, and the original of their financial
component in another sealed envelope marked “ORIGINAL- FINANCIAL COMPONENT”, sealing them all in an outer envelope marked “ORIGINAL BID”.
Each copy of the first and second envelopes shall be similarly sealed duly marking the inner envelopes as “COPY 1- TECHNICAL COMPONENT” and “COPY 1-
FINANCIAL COMPONENT” and the outer envelope as “COPY 1”, respectively. These envelopes containing the original and the copy shall then be enclosed in
ONE SINGLE ENVELOPE. All envelopes shall contain the name of the contract to be bid in capital letters; bear the name and address of the bidder in capital
letters; be addressed to the Procuring Entity’s BAC and; bear a warning “DO NOT OPEN BEFORE…” the date and time for the opening of the bids.
Bidders are also required to provide TABLE OF CONTENTS with corresponding TAB/Label for each submitted TECHNICAL and FINANCIAL components of its bid.
11. The Municipality of Balamban reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior
to contract award in accordance with Sections 70 of RA No. 12009, without incurring any liability to the affected bidder or bidders..
