Description
NOTICE OF SMALL VALUE PROCUREMENT

PNOC Exploration Corporation (PNOC EC), through its 2026 Corporate Budget, has an Approved Budget for the Contract (ABC) of One Hundred Seventeen Thousand Nine Hundred Pesos (Php117,900.00), inclusive of all applicable taxes and other charges for the Supply and Delivery of Welding Machine and Welding Rod for Mine 4 Coal Project (“Project”), through Section 34. Small Value Procurement of the Implementing Rules and Regulations of Republic Act No. 12009. Delivery of goods shall be within thirty (30) calendar days after receipt of the Purchase Order (PO) and Notice to Proceed (NTP) to PNOC EC Field Office, KM 9, Diplahan, Zamboanga Sibugay.

PNOC EC now invites qualified bidders to submit proposals for the Project. Financial proposals received in excess of the ABC shall be automatically rejected at the bid opening. Please refer to the attached Technical Specifications (TR) for complete details.

Bid proposals including the following documents may be delivered to the address below or email at jccamino@pnoc-ec.com.ph / ellite@pnoc-ec.com.ph on or before April 01, 2026 not later than 2:00 p.m. Late submission shall not be accepted.
1. Conformed Technical Specifications and Financial Breakdown (TS); and
2. Other licenses and permits as required by law or as stated in the TS.

Bidders must also submit photocopies of the following documents during submission of bid:
1. Current and valid Business/Mayor’s permit; and
2. PhilGEPS registration number (Red membership); and
3. Original duly signed Omnibus Sworn Statement (OSS) and if applicable, Original Notarized Secretary’s Certificate in case of a corporation, partnership, or cooperative; or Original Special Power of Attorney of all members of the joint venture giving full power and authority to its officer to sign the OSS and do acts to represent the Bidder (use the prescribed Form provided).

PNOC EC reserves the right to accept or reject any proposal, to annul the bidding process, and to reject any and all proposals at any time, without thereby incurring any liability to the affected bidder/s, in accordance with Section 70 of the IRR of R. A. No. 12009. PNOC EC assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
