INVITATION TO BID FOR
Construction of Four Levels Academic Building Phase I

1) The Isabela State University-City of Ilagan Campus through the Government Appropriation Act ( Fund 101) intends to apply the sum of Forty-Nine Million Seven Hundred Sixty-Three Thousand Two Hundred Ninety-Two Pesos and 72/100 Only (₱ 49,763,292.72) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Four Levels Academic Building Phase I. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Isabela State University- City of Ilagan Campus now invites bids for the above Procurement Project. Completion of the Works is required Two Hundred Eighty-Six (286) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from Isabela State University- City of Ilagan Campus, Procurement Office/ the Bids and Awards Committee (BAC) through its Secretariat and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 AM to 5:00 PM.
5) A complete set of Bidding Documents may be acquired by interested bidders on April 6 to April 20, 2026 from the Procurement Office, Isabela State University-City of Ilagan Campus, Calamagui 2nd City of Ilagan Isabela and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos Only (₱ 25, 000.00).
6) The Isabela State University-City of Ilagan will hold a Pre-Bid Conference on April 6, 2026 at 9:00 AM at Conference Hall Administration Building, Isabela State University – Ilagan Campus, Calamagui 2nd, City of Ilagan, Isabela.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission: (i) manual submission at the address indicated below on or before April 20, 2026 at 8:30 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on April 20, 2026 at 9:00 AM at Conference Hall Administration Building, Isabela State University – Ilagan Campus, Calamagui 2nd, City of Ilagan, Isabela. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) The Isabela State University-City of Ilagan Campus reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
