Invitation to Submit Request for Quotation (RFQ)
SVP-05-2026

The Philippine National Police-Police Regional Office 12 through its Bids and Awards Committee (BAC) will undertake Small Value Procurement (SVP) in accordance with Section 34 of the Implementing Rules and Regulations of RA No. 12009.

Contractors/Suppliers of known qualification and of good standing are hereby request to submit their valid, current and authenticated copy of Platinum PhilGEPS Registration Certificate, PCAB Certificate, Statement of all on-going and completed government & private contracts, Certificate of Net Financial Contracting Capacity (NFCC), Audited Financial Statements, Omnibus Sworn Statement and signed Price Quotation for the project described hereunder upon receipt of letter from this Office.

Project Description: Soil Bearing Capacity Test (SBCT) for the Construction of Information Technology Management System (ITMS), IT Center (5-Storey Building)
Approved Budget for the Contract (ABC): PhP184,800.00
Source of Fund: PNP Trust Receipts for the month of December 2025
Term: 30 calendar days upon receipt of Notice to Proceed (NTP)
Location: Camp Gen Paulino T Santos, Tambler, General Santos City
Payment Term: Accomplishment through Progress Billing

Submission of quotation and eligibility documents is on or before April 6, 2026 (Monday) @ 1:30 PM, at the RTOC Conference Room, Camp Gen Paulino T Santos, Tambler, General Santos City, through manual submission. The contract will be awarded to the company who submitted a price quotation which is found to be the most advantageous to the government.
Any Quotation submitted after the deadline shall automatically be rejected and will not be accepted.

All bidders are requested to download in the Philippine Government Electronic System (PhilGEPS) the Invitation to Submit Price Quotations and other related documents, in compliance with the New Government Procurement Act (RA 12009) and its Implementing Rules and Regulations (IRR) for the posting of Notice of Award.

2. PCAB License (Small B, as appropriate);
3. Current & authenticated copy of Platinum PhilGEPS Registration Certificate;
4. Statement of all On-going & Completed Government & Private Contracts;
5. Certificate of Net Financial Contracting Capacity (NFCC);
6. Audited Financial Statements;
7. Omnibus Sworn Statement;
8. Mayor’s Business Permit;
9. BIR Certificate of Registration;
10. Tax Certificate; and
11. RFSO 12 Receipt that the bidder pay the amount of PhP500.00 for the bidding documents.
