1 UNIT - Automated Radar-Based Water Level Monitoring and Early Warning System
a. Water-Level Detection

Detection Type: Continuous water level monitoring, adaptable to
rivers, dams, canals, and flood zones

The software shall include the following features:
a. Radar-Based Real-Time Water Level Detection
Utilize advanced non-contact radar sensors to measure water
levels accurately and reliably, even under harsh weather
conditions.
Perform measurements every minute to ensure up-to-date
situational awareness.
b. Data Communication and Storage
Transmit collected data to a centralized server using either wired
or wireless connectivity (e.g., GSM, LTE, Wi-Fi, LoRa).
Store water level data with timestamps for later analysis and
reporting.
c. Monitoring Dashboard
Web-based or local dashboard with visual indicators, charts, and
alert logs.
Display real-time status of each monitoring site.
d. Alarm and Siren System
Configurable thresholds that, when exceeded, automatically
activate sirens, alarms, and optional warning lights.
Manual override and testing mode included.
e. Automated SMS Notification System
Send automatic text message alerts to a preconfigured list of
recipients (e.g., LGU officials, barangay leaders, emergency
responders).
Message content includes location, water level reading, and alert
level (e.g., WATCH, WARNING, DANGER).
f. User and System Management
Admin panel to manage sensor configurations, recipient contacts,
and system settings.
Role-based access control for different user types (admin,
operator, viewer).
g. Logs and Reporting
Record all sensor readings, alert events, SMS transmissions, and
system activities.

Terms of Reference
* Contractor Must:
* Design, develop, and deploy the software and hardware
components by a PECE
* Integrate radar sensors with the monitoring and alert system
* Conduct system testing and ensure reliability
* Train the client’s personnel on system use and maintenance
* Provide technical support and documentation
* Provide area-specific parameters such as alert thresholds and
contact lists
* Maintain the system’s physical security and solar charging
setup
* Respond to system alerts and coordinate emergency actions
* Report issues for resolution and coordinate for
updates/upgrades
* Installed radar water level sensors at designated sites
* Fully functional software platform (dashboard + server)
* Integrated alarm and SMS notification system
* Solar power system installed and tested for field components
* User manual and system documentation
* Training for system administrators and responders
* System acceptance test report
Warranty
* Provide a 5-years warranty on all Solar Panels, Lipo4 battery,
inverter.
* Provide a 2-years warranty on Water level monitoring device.
The warranty covers defects in materials and workmanship, with
repairs or replacements at no cost to the client during the
warranty period.
* Maintenance and Support: Commit to a 24-hour maximum
response time for repair requests during the warranty period.
* Offer ongoing maintenance and support services after the
warranty period, subject to a separate maintenance agreement if
desired by the end user.
* Provide detailed documentation of the solar system, network
management system, including network diagrams, equipment
specifications, configuration settings, and user manuals sign and
seal of PECE.
Related to Warranty Stipulated:
* Ensure that key personnel are proficient in operating the
system. - Resolution Time for problem reports must be resolved
within 48 hours.
* Bidders should have a locally registered office in Aklan
continuously operating for at least 10 years as guarantee of after
sales technical support. Terms and conditions
* Must submit a certificate of authorized service center of the
brand offer
* Must submit a certificate of authorization from the
manufacturer that they are an authorized partner or seller of the
brand they carry to ensure maximum (full 1 year) warranty of
the equipment and full 2 year service warranty.
* Must have NTC Radio Permit for the network server and routers
to be duly licensed
* The Supplier must have at least licensed electronics and
communications engineer (ECE) and Electronics technician and a
channel partner certified engineer for installation,
programming, configuration,
guidance and supervision and technical support
* Original Brochures (With Complete Technical Specification can
be consistent with the End User Specification)
* The supplier must be a Certified or authorized dealer of brand
offered
* The Supplier must have an ISO certificate for the brand
manufacturer
* The supplier must present Manufacturer"s certificate
* Service centers with address, Service Technician with them

The Local Government Unit of Ibajay, through the 5% LDRRMF intends to apply the sum of One Million Two Hundred Thousand Pesos Only (Php 1,200,000.00) being
the Approved Budget for the Contract (ABC) to payments under the contract for the Installation of Early Warning System (EWS) use for Water Level Monitoring
in the Municipality of Ibajay, Aklan. Bids received in excess of ABC shall be automatically rejected at bid opening.
The Local Government Unit of Ibajay, now invites bid for the above Procurement Project. Delivery is 30 calendar days. Bidder should have completed, within
three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in
the Bidding Documents, particularly, in Section II (Instruction to Bidders).
Bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criterion as specified in the 2016 Revised
Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships or organizations with at least sixty percent (60%) interest or outstanding
capital stock belonging to citizens of the Philippines and to citizens or organizations of a country the laws or regulations of which grant similar rights
or privileges to Filipino citizens, pursuant to R.A. 5183.
Prospective bidders may obtain further information from the Local Government Unit of Ibajay, and inspect the Bidding Documents at the address given below
during office hours from 8:00 A.M. to 5:00 P.M.
A complete set of Bidding Documents may be acquired by interested Bidders on March 17 - April 6, 2026 from the address below upon payment of the Bidding
Documents pursuant to Ordinance No. 276 (2022 Revenue Code of Ibajay) as per Article H Bidders Tenders and Bid Documents Fees in the amount of Six Thousand
Pesos Only (Php 6,000.00) to the Municipal Treasurer"s Office Cashier. The Procuring Entity shall allow the bidders to present its proof of payment for the
fees in person.
The Local Government Unit of Ibajay will hold a Pre-Bid Conference on March 25, 2026 at 2:00 P.M. at the Function Hall, 2/F Municipal Building, Ibajay,
Aklan which shall be open to prospective bidders.
Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before April 6,2026 at 2:00 P.M.
Late bids shall not be accepted.
All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
Bid opening shall be on April 6, 2026 at 2:00 P.M. at the Function Hall, 2/F Municipal Building, Ibajay, Aklan. Bids will be opened in the presence of the
bidder"s representatives who choose to attend the activity.
The Local Government Unit of Ibajay, reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time
prior to contract award in accordance with Section 41 of the 2016 revised IRR of RA 9184 and its IRR, without thereby incurring any liability to the
affected bidder or bidders.
