Description
|
Project Background and Objective
1. The Intellectual Property Office of the Philippines (IPOPHL) is establishing its Permanent Headquarters at the Savya Financial Center (SFC), Pulse
Street corner Anchor Street and Tandem Road, Arca South, Western Bicutan, Taguig City. The project covers a total floor area of approximately 6,002.69
square meters, consisting of 4.267.17 sqm on the 3rd Floor and 1,735.52 square meters on the 17th Floor.
1.1. The subject premises are currently in a bare shell condition, consisting only of base building structural elements and developer-provided core
utilities. While the space does not yet have interior architectural finishes,
certain building systems are already installed as part of the Savya Financial Center (SFC) base building infrastructure. These systems are EXCLUDED from
the Contractor’s supply scope. However, the Contractor shall ensure proper schedule coordination, as necessary, with respect to the installation,
testing, and commissioning activities of these systems, in accordance with the Critical Path Method (CPM) project schedule to be prepared and submitted by
the Contractor:
1.1.1. Fire Detection and Alarm System (FDAS) and Fire Protection: The sprinkler mainlines and FDAS infrastructure are provided by the developer.
1.1.2. Public Address (PA) Speaker System: The building is equipped with a centrally controlled speaker system for emergency announcements and
building-wide notifications.
1.2. The Contractor is strictly prohibited from tampering with, painting over, or obstructing these existing installations. Any relocation or integration
of these units required to accommodate the fit-out layout must be coordinated with the SFC Property Management and executed exclusively by the authorized
base build contractor to maintain system warranties and life-safety integrity.
2. The primary objective of this procurement is to transform the designated office spaces into functional, modern, culturally responsive work environments
inspired by the Filipino Jeepney and the Parol – symbols of creativity,
ingenuity, resilience, and unity. This “From Streets to Spaces” concept reflects the hardworking, diligent, prudent, and community-oriented spirit of
the Filipino people, aligning with IPOPHL’s operational standards and public service values.
2.1. The fit-out works shall encompass the complete supply, delivery, installation, and integration of all necessary materials, goods, and services. Key
design features include:
2.1.1. Ceiling and architectural forms inspired by the IPOPHL logo with flowing curves.
2.1.2. Directional flooring patterns designed to suggestive progressive circulation.
2.1.3. A material palette featuring metallic finishes, warm wood tones, and high-performance floor finishes.
2.2. The fit-out works shall include the complete supply, delivery, installation, and integration of all necessary materials, goods, and services.
3. In accordance with Republic Act No. 12009 (New Government Procurement Act), this project prioritizes Life-Cycle Value for Money and Sustainability.
While the contract will be awarded to the Lowest Calculated Responsive Bid (LCRB), responsiveness shall be determined by strict adherence to the high
durability
technical standards and the mandatory coordination protocols defined in the Detailed Scope of Works.
4. The Approved Budget for the Contract (ABC) is Four Hundred Fifty Million Philippine Pesos (PHP450,000,000.00), inclusive of all applicable government
taxes, fees, and other charges. This amount represents the absolute ceiling for acceptable bids; any bid exceeding the ABC shall be automatically rejected
at
bid opening.
5. IPOPHL reserves the right to reject any and all bids, declare a failure of bidding, or not award the Contract at any time prior to contract award in
accordance with Section 70 of R.A. 12009, without incurring any liability to the affected bidder(s).
