INVITATION TO BID

The Municipality of Hinoba-an, Negros Occidental, through its Bids and Awards Committee (BAC), invites suppliers/manufacturers/distributors/contractors to bid for the hereunder project:

Brief Description : Improvement of Public Market Phase 2 with an Area of 270.00 sq.m.

Delivery Period :

Bidding will be conducted through open competitive bidding procedures and is restricted to organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to the citizens of the Philippines. Only Bids from Bidders who pass the eligibility check will be opened. Bids received over the ABC shall be automatically rejected at the Bid opening.

Prospective bidders should have experience in undertaking a similar project within the last two (2) years, with a minimum amount of at least 50% of the proposed project value for bidding. The Eligibility Check/Screening of the Preliminary Examination of Bids shall use a non-discretionary “pass/fail” criterion as specified in the Approved Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009.

All particulars relative to the Eligibility Statement and Screening. Bid Security (Include the Bid Securing Declaration provided in Section 56.2 of this IRR and/or at least one (1) other forms), Performance Security, Pre-Bidding Conference (s), Evaluation of Bids, Post-Qualification, and Award of Contract shall be governed by the pertinent provision of the Implementing Rules and Regulation (IRR) of the R. A. No. 12009 or the New Goverment Procurement Act.

Bid Documents will be available only to prospective bidders upon payment of a non-refundable amount of Five Thousand Pesos (Php 5,000.00) to the Municipal Treasurer’s Office.

The BAC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award, waive any defects therein, and receive the offer most advantageous to the Municipal Government of Hinoba-an in accordance with Sections 64 and 70 of the Approved Implementing Rules and Regulations (IRR) of RA No. 12009, without thereby incurring any liability to the affected bidder or bidders.
