INVITATION TO BID
CONSTRUCTION OF TWO-STOREY SUPPLY OFFICE and WAREHOUSE PHASE 2 (with Lower Ground, Upper Ground and 2nd Floor)

1) The Cagayan Valley Medical Center, through the IGF 2026 intends to apply the sum of Fifteen Million Two Hundred Fifty-Two Thousand Pesos (Php 15,252,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Two-Storey Supply Office and Warehouse Phase 2 (with Lower Ground, Upper Ground and 2nd Floor). Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The Cagayan Valley Medical Center now invites bids for the CONSTRUCTION OF TWO-STOREY SUPPLY OFFICE and WAREHOUSE PHASE 2 (with Lower Ground, Upper Ground and 2nd Floor) using the Lowest Calculated and Responsive Bid (LCRB). Completion of the Works is required within Two Hundred Eight (208) Calendar Days from the receipt of Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidders must have a valid Philippine Contractors Accreditation Board (PCAB) License and registration for the type and cost of the contract for this project, with at least Small “B” License Category “C & D”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from the CVMC-BAC Secretariat and inspect the Bidding Documents at the address given below from 8:00 A.M. – 5:00 P.M., Monday to Friday except Holidays.
5) A complete set of Bidding Documents may be acquired by interested bidders on March 3, 2026 to March 23, 2026 from the given address and website(s) below or sent through electronic mail on or before March 23, 2026 upon payment of the following documents fee. The bidding documents fee shall be based from the total bid price as follows:

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity (cvmc.doh.gov.ph), provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The Cagayan Valley Medical Center will hold a Pre-Bid Conference on March 11, 2026 at 9:00 AM at CVMC Board Room, 3rd Floor Main Building and/or through video conferencing via zoom conference, which shall be open to prospective bidders.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below or online or electronic submission, as indicated below on or before March 23, 2026 at 9:00 AM. Late bids shall not be accepted.

i. It should be in a clear .PDF format, and shall be in two (2) password protected Bidding Documents in compressed archive folders pursuant to GPPB
ii. A generated bid receipt page or email acknowledgement indicating the time of submission must be secured and printed as a reference;
iii. The documentary requirements are arranged accordingly based on the Eligibility Checklist using the standard file name indicated therein.
iv. The passwords for accessing the Bidding Documents will be disclosed by the Bidders only during the actual bid opening which may be done in person or face-to-face through videoconferencing, webcasting or similar technology.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9) Bid opening shall be on March 23, 2026 at 9:00 AM at CVMC Board Room and/or via Zoom Conference. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
