Invitation to Bid for:
CLUSTERED 19 1) CONSTRUCTION OF PATHWAY WITH RAILINGS AT GUBANG, GUINAOANG 2) IMPROVEMENT OF EVACUATION CENTER AT BUSAN COLALO

The LGU Mankayan, through the SIP NO. 13-2025 (GF-250,000.00; MDF-50,000.00) AND SIP NO. 05-2025 intends to apply the sum of SIX HUNDRED SIXTY FIVE THOUSAND FOUR HUNDRED FIFTY TWO PESOS AND 11/100 being the Approved Budget for the Contract (ABC) to payments under the contract for the CLUSTERED 19 1) CONSTRUCTION OF PATHWAY WITH RAILINGS AT GUBANG, GUINAOANG (295,467.35) 2) IMPROVEMENT OF EVACUATION CENTER AT BUSAN COLALO (369,984.76) 2026-INFR-0010. Bids received in excess of the ABC shall be automatically rejected at bid opening.
1. The LGU MANKAYAN now invites bids for the above Procurement Project. The works must be completed within 31 calendar days. The bidder should have completed a contract similar to the Project. The description of eligible bidders is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

2. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

3. Interested bidders may obtain further information from the LGU MANKAYAN and inspect the Bidding Documents at the address given below from Monday to Friday 8:00 AM to 3:00 PM.

4. A complete set of Bidding Documents may be acquired by interested bidders on February 27, 2026 from given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ONE THOUSAND PESOS. The Procuring Entity shall allow the bidder to present its proof of payment for the fees.

5. The LGU Mankayan shall conduct no Pre-Bid Conference.

6. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before 9:30 AM (BAC Secretariat’s Time), March 10, 2026. Late bids shall not be accepted.

7. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

8. Bid opening shall be on 10:00 AM, March 10, 2026, at the Municipal Library. Bids will be opened in the presence of the bidders’ authorized representatives (SPA) who choose to attend the activity.

9. The LGU MANKAYAN reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
