1. The National Irrigation Administration – Bulacan Irrigation Management Office, Tambubong, San Rafael, Bulacan, through GAA 2026 intends to apply the sum of NINE MILLION FOUR HUNDRED SEVENTY-FOUR THOUSAND SIXTY-SEVEN PESOS AND 73/100 (PHP9,474,067.73) being the Approved Budget for the Contract (ABC) to payments under the contract for the project LAMBAKIN CIS – ITB No. R3-BIMO-REPAIR-CIS-2026-018. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The National Irrigation Administration – Bulacan Irrigation Management Office now invites bids for the LAMBAKIN CIS located at the municipality of San Miguel, Bulacan. Completion of the Works is required within two hundred seventy (270) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Act”.

4. Interested bidders may obtain further information from NIA-BULACAN-IMO, Tambubong, San Rafael, Bulacan and inspect the Bidding Documents at the address given below from 10:00 AM to 02:00 PM except holidays.

5. A complete set of Bidding Documents may be acquired by interested Bidders starting on February 26, 2026 to March 17, 2026 from 10:00 AM to 02:00 PM except holidays from the given address below and upon payment of the applicable non-refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (PHP10,000.00).

6. The National Irrigation Administration – Bulacan Irrigation Management Office will hold a Pre-Bid Conference on March 06, 2026 at NIA-BULACAN-IMO, Tambubong, San Rafael, Bulacan at 10:00 AM which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual submission and addressed to the BAC Chairperson of the Procuring Entity at the office address indicated below on or before March 18, 2026 at 08:30 AM. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.

9. Bid opening shall be on March 18, 2026, at 01:00 PM at National Irrigation Administration – Bulacan Irrigation Management Office, Tambubong, San Rafael, Bulacan. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The National Irrigation Administration – Bulacan Irrigation Management Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
