INNOVATION PROPOSAL
1. Proponent"s Profile
Name: DARIEL M. CISNEROS -T1

Il. Executive Summary
TITLE: Digital Fortress: Establishing a Comprehensive CCTV Network to Secure the Learning Environment and Ensure Child Protection.
Implementation of a proactive digital surveillance system across the entire campus vicinity to ensure the physical safety and welfare of all learners and
staff, serving as a reliable tool for real-time incident management, evidence collection, and strict adherence to Child Protection Policy (CPP)
mandates.
This proposal outlines the essential requirement for installing a campus-wide digital CCTV surveillance network to elevate security standards and fully
align with national mandates for child protection and safety. While SJNHS remains committed to its mission of providing excellent education, the current
lack of integrated surveillance infrastructure compromises our ability to proactively manage incidents and quickly verify the integrity of the learning
environment.
The Challenge: The absence of a comprehensive CCTV system limits the school"s capacity for:
Proactive Incident Management: Slow response times to fights, vandalism, theft, or unauthorized entry.
Child Protection Compliance: Difficulty in objectively investigating and resolving claims, especially those involving bullying or misconduct, lacking
necessary visual evidence.
The Solution (Digital Fortress Strategy): We propose a focused investment in a Smart Digital Surveillance Solution that will:
Secure Critical Areas: Establish 24/7 monitoring of all entry/exit points, hallways, vulnerable common areas, and high-value infrastructure (e.g., computer
labs, equipment storage).
Ensure Accountability: Provide an objective, time-stamped visual record for all activities, serving as critical evidence for compliance with the Child
Protection Policy (CPP) and administrative protocols.
Expected Impact: This intervention guarantees a secure environment that is conducive to learning. It will lead to faster incident resolution, reduced
vandalism costs, improved staff accountability, and the establishment of a Digital Fortress that protects the physical and emotional welfare of all
students and personnel.
Ill. Introduction
Context and Rationale
A. Institutional Context
San Juan National High School (SJNHS) is situated in the municipality of San Juan, Southern Leyte. As a vital educational pillar in the community, the
school serves a large and diverse student population, committing itself to the vision: "A safe, nurturing, and empowering environment that develops
globally competitive, morally upright, and self-sufficient citizens." The physical campus, with its dispersed buildings and multiple access points,
requires constant vigilance to maintain the "safe and nurturing" environment promised in its mission.
The school"s commitment to inclusivity, which welcomes all learners from the community, makes maintaining a secure physical space crucial. Any threat to
safety—whether it be internal bullying, external intrusion, or vandalism—directly undermines the learning process and violates the Child Protection
Policy (CPP), a cornerstone of DepEd governance.
B. Rationale for the Innovation
The current security framework at SJNHS relies heavily on limited personnel and fragmented monitoring, which is insufficient for the scale and complexity
of the campus. This lack of an integrated surveillance system creates several vulnerabilities that compromise security and accountability:
Ineffective Incident Management: Without real-time, comprehensive visual coverage, the response time to incidents (e.g., student misconduct, unauthorized
entry, or petty theft) is slow, often relying on subjective witness accounts. This limits the school"s capacity for Proactive Incident Management, leading
to prolonged investigations and unresolved issues.
Child Protection Risk: The absence of objective, verifiable evidence (visual records) makes the impartial investigation of serious matters, such as alleged
bullying or staff-student misconduct, extremely difficult. This inability to provide conclusive proof hinders full Child Protection Compliance and
jeopardizes due process.
Vulnerability of Assets: High-value learning resources (e.g., computer labs, EIM equipment) and essential school infrastructure remain exposed to vandalism
or theft outside of school hours, leading to significant financial losses and disruption of learning.
The Digital Fortress innovation directly addresses these systemic security gaps. By establishing a Comprehensive CCTV Network, SJNHS transitions from a
reactive security stance to a proactive one. This project is not merely an expense; it is a foundational investment in institutional accountability,
student safety, and the preservation of learning resources, ultimately reinforcing the school"s mission to provide a truly safe and empowering learning
environment.
Objectives Safety and Coverage Objective:
To successfully procure and install a comprehensive, centralized CCTV network providing 24/7 real-time surveillance coverage for all critical campus areas
(e.g., gates, common areas, high-value labs), thereby reducing reported incidents of theft and vandalism by at least 50% within the first six months of
operation.
Child Protection and Compliance Objective:
To establish a reliable system for evidence collection and retention that ensures 100% visual accountability in all formal investigations concerning
student misconduct or bullying, thereby strengthening adherence to the Child Protection Policy (CPP) and promoting a transparent disciplinary
process.
Institutional Efficiency Objective:
To implement standardized operating procedures for monitoring, data storage, and retrieval, ensuring that all security personnel and authorized
administrators can resolve campus incidents 75% faster than current manual reporting methods, optimizing resource management and emergency response
protocols.

Participants" Profile:
Innovation Overview: The Digital Fortress innovation is a critical, security-focused project designed to transition San Juan National High School from a
reactive, personnel-dependent security model to a proactive, evidence-based digital surveillance framework.
This project involves the strategic planning, procurement, and installation of a comprehensive Closed-Circuit Television (CCTV) Network across the entire
campus vicinity. The system will utilize high-definition cameras, centralized monitoring, and secure data storage to achieve two primary objectives:
Physical Security and Deterrence: Establishing a 24/7 electronic presence that deters theft, vandalism, unauthorized entry, and major incidents,
particularly in high-traffic and vulnerable areas (e.g., gates, pathways, high-value laboratories).
Child Protection and Accountability: Providing objective, time-stamped visual evidence to ensure 100% accountability in investigating all claims of student
misconduct, bullying, or administrative complaints, thus upholding the school"s strict Child Protection Policy (CPP) mandates.
This infrastructure is a foundational investment that reinforces the school"s commitment to creating a learning environment that is verifiably safe,
transparent, and legally compliant.
Target Beneficiaries
The implementation of the Digital Fortress will directly and indirectly benefit the following stakeholders:
Primary Beneficiaries (Students and Personnel):
All SJNHS Learners (Grades 7-12): They benefit from a physically secure environment, reduced exposure to violence and bullying, and a clear process for
addressing security-related concerns under the CPP.
Teaching and Non-Teaching Staff: They benefit from objective evidence to support disciplinary actions and investigations, protection against unwarranted
accusations, and a safer workplace.
Secondary Beneficiaries (Institution and Community):
San Juan National High School (SJNHS) Administration: The school benefits from enhanced operational efficiency, reduced costs associated with vandalism and
theft, and documented compliance with safety regulations.
Parents and Guardians: They gain confidence in the school"s ability to provide a secure environment, knowing that their children are monitored and
protected by a robust system.
The Local Community and LGU: Benefits from a more stable and accountable public institution that contributes positively to overall public safety and
governance standards.
