INVITATION TO BID

The Municipality of Aborlan, Palawan through the 20% CDF , FY 2026 intends to apply the sum of Php 999,351.28 being the Approved Budget for the Contract (ABC) to payments under the contract for Barangay Infrastructure Development Project - Construction of Katuwang - Tuwangan Road at Sagpangan. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Municipality of Aborlan, Palawan now invites bids for Concreting of 92 linear meter road at Brgy. Sagpangan, Aborlan. Completion of the Works is required for 78 days.

Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).

Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Award of Contract will be on the Lowest Calculated Responsive Bid (LCRB).
Interested bidders may obtain further information from this Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM.

A complete set of Bidding Documents may be acquired by interested bidders on February 16, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 1,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring.

Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at BAC Secretariat and Procurement Office, Covid Facility Building, Municipal Compound, Ramon Magsayay, Aborlan on or before February 24, 2026, 9:00am. Late bids shall not be accepted. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

Bid opening shall be on February 24, 2026, 9:00am at BAC Secretariat and Procurement office, covid facility building, municipal compound, Ramon Magsaysay, Aborlan. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

The minimum major equipment requirements are the following: Motorized Road Grader (G710A, 140 Hp), Concrete Vibrator, Transit Mixer (5 cu.m., 175 Hp), Concrete Batching Plant (30 cu.m), Concrete Screeder (5.50 Hp), Concrete Saw (14" Blade Ø with 4 3/4" cutting depth, 75 Hp), Dump Truck (10 cu.m), Payloader. The key personnel required are Civil Engineer, Materials Engineer, Safety Officer/First Aider, Foreman.

The Municipality of Aborlan, Palawan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
