Consulting Services for the Geologic and Geotechnical Investigation of the Proposed Projects:
Construction of 3-Storey Public Market Building;
Construction of Flood Control Dike;
Construction of Tabbug Bridge;
Construction of Callao Bridge; and
Construction of Multi-Purpose Building (Municipal Sub-Office)
1) The LOCAL GOVERNMENT UNIT of GONZAGA, CAGAYAN, through the Budget for the Contract approved by the Sangguniang Bayan 2026 intends to apply the sum of
Two Million Four Hundred Thousand Pesos (Php 2,400,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Consulting
Services for the Geologic and Geotechnical Investigation of the Proposed Projects: Construction of 3-Storey Public Market Building; Construction of Flood
Control Dike; Construction of Tabbug Bridge; Construction of Callao Bridge; and Construction of Multi-Purpose Building (Municipal Sub-Office), 2026-01CS.
Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2) The LOCAL GOVERNMENT UNIT of GONZAGA, CAGAYAN now calls for the submission of short-listing documents for Consulting Services for the Geologic and
Geotechnical Investigation of the Proposed Projects: Construction of 3-Storey Public Market Building; Construction of Flood Control Dike; Construction of
Tabbug Bridge; Construction of Callao Bridge; and Construction of Multi-Purpose Building (Municipal Sub-Office) using the competitive bidding strategy.
Short-listing documents of interested consultants must be duly received by the Bids and Awards Commitee (BAC) Secretariat on or before February 16, 2026 at
9:30 AM, at 2/F BAC Office, Municipal Hall, Adduru Street, Barangay Smart, Gonzaga, Cagayan. Applications for eligibility will be evaluated based on a
non-discretionary “pass/fail” criterion.
3) Interested bidders may obtain further information from LOCAL GOVERNMENT UNIT of GONZAGA, CAGAYAN and inspect the Bidding Documents at the address given
below during office hours.
4) A complete set of Bidding Documents may be acquired by interested Bidders on February 9 - 23, 2026, not later than 4:30 PM from the given address and
website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of
Five Thousand Pesos.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
5) The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and
have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement
Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of Three (3) prospective bidders who will be entitled to submit bids
manually. The criteria and rating system for short-listing are:
I Experience of the Firm - 60 pts.
II Availability of the Required personnel of the Firm - 10 pts.
III Workload - 30 pts.
TOTAL 100 pts.
6) Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and
Regulations (IRR) of RA No. 12009.
i) Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%)
interest or outstanding capital stock belonging to citizens of the Philippines.
7) The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The
Technical and Financial Proposals shall have weights of sixty-five percent (65%) and thirty-five percent (35%), respectively. Shortlisted bidders whose
technical proposal pass the minimum technical score of eighty points (80 pts.) shall be invited for the opening of financial proposal and negotiation. The
criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
8) Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through
online submission on or before the date and time indicated in the SDS.
9) The contract shall be completed within Sixty (60) Calendar Days.
10) All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
11) The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5
therein.
12) The LOCAL GOVERNMENT UNIT of GONZAGA, CAGAYAN reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at
any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder
or bidders.
