Invitation to Bid
1. The Barangay Sepanton, Lemery, Iloilo, through the Provincial Aid intends to apply the sum of Three Hundred Fifty Thousand Pesos (P350,000.) being the Approved Budget for the Contract (ABC) to payments under the contract for Extension of Street Light Brgy. Sepanton, Lemery, Iloilo. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Barangay Sepanton, Lemery, Iloilo now invites bids for Extension of Street Light Brgy. Sepanton, Lemery, Iloilo.

3. Completion of the Works is required Sixty (60) calendar days. Bidders should have completed, within ten years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
The prospective bidders must be registered in the PhilGEPS.
5. Interested bidders may obtain further information from Barangay Sepanton, Lemery, Iloilo Bids and Awards Committee Office and inspect the Bidding Documents at the address given below during 8:00 AM to 12:00 noon and 1:00 PM to 5:00 PM.

A complete set of Bidding Documents maybe acquired by interested Bidders on January 19, 2026 from the address below and upon payment of a non-refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Hundred Pesos (P500.00).

6. The Barangay Sepanton, Lemery, Iloilo will hold a Pre-Bid Conference on January 23, 2026, 10:00 AM at Bids and Awards Committee Conference Room Barangay Sepanton, Lemery, Iloilo which shall be open only to all interested parties.

7. Bids must be delivered to the address below on or before February 5, 2025 at 10:00 AM. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount of stated in ITB Clause 18.
Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
All bids must be accompanied by a Bid Securing Declaration and bid security in the amount of any of the acceptable forms and in the amount of P 7,000 (if the bid security is in the form of cash, cashier’s/manager’s check, bank draft/guarantee or irrevocable letter of credit) or P 17,500 (if the bid security is in the form of surety bond.)
A Bid Securing Declaration is an undertaking which states, among others, that the bidder shall enter into contract with the procuring entity and furnish the requires performance security within 10 calendar days from the receipt of the notice of award, and committing to pay the corresponding fine and be suspended for period of time from being qualified to participate in any government procurement activity in the event that it violates any of the conditions stated therein as required in the guidelines issued by the GPPB.
8. The Barangay Sepanton, Lemery, Iloilo reserves the right to accept or reject any bid, to annul bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
