Grant Facility for Project Preparation (GFPP): Technology-driven, Human-centered climate and disaster Resilience through Innovation for Vulnerable Empowerment (THRIVE) Project

The Department of Science and Technology (DOST) has received grant financing in the amount of US$1.7 million equivalent from the World Bank toward the cost of the Technology-driven, Human-centered climate and disaster Resilience through Innovation for Vulnerable Empowerment (THRIVE) Project, and it intends to apply part of the proceeds to payments for goods, and consulting services to be procured under this project.
Grant Funding is required to support the following project preparation and planning activities which would require consulting services:
a. Fieldwork, workshops and consultations, research and/or pilot activities to define end-users and design appropriate policies, systems, and implementation structures.
b. Upstream preparatory work, including climate risk assessment and modeling, cost benefit analysis, institutional and just transition analysis for effective and bankable climate adaptation and resilience projects.
c. Preparation of subproject proposals and administrative management (e.g., setting up of Project Management Office).
d. Undertaking financial management assessment.
e. Prepare a Project Procurement Strategy for Development (PPSD), in accordance with the Bank’s Procurement Regulations.
f. Undertaking E&S assessments.
g. Setting up/revamp and utilization of monitoring and evaluation (M&E) systems.
h. Pre-investment feasibility and design studies.
i. Technical analysis and preparatory work to design and implement institutional and policy reforms, including, for instance, new laws and regulations following international good practices.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and on the project Executing Agency’s website: www.dost.gov.ph and on the www.philgeps.gov.ph.
