INVITATION TO BID FOR OF VIP BAR BEVERAGES, WINES AND LIQUORS AND OTHER FOOD ITEMS under ITB No. CB25-11-066COR
1) The Philippine Amusement and Gaming Corporation (PAGCOR), through the PAGCOR’s Corporate Budget for CY 2025 intends to apply the sum of Five Million
Six Hundred Sixty-Nine Thousand Nine Hundred Seventy-Three Pesos and 62/100 (PhP5,669,973.62), being the Approved Budget for the Contract (ABC) to payments
under the contract for the Supply and Delivery of VIP Bar Beverages, Wines and Liquors and Other Food Items, and the ABC and description per lot are
detailed as follows:

3 Supply and Delivery of Drinking Bottled Water One Hundred Fifteen Thousand Four Hundred (115,400) bottles Nine Hundred Ninety-Nine Thousand Three Hundred
Sixty-Four Pesos (PhP999,364.00)
4 Supply and Delivery of Drinking Water in Five (5) Gallon container Fifteen Thousand Three Hundred Sixty (15,360) containers Six Hundred Forty Thousand
Fifty-One Pesos and 20/100 (PhP640,051.20)
Note: Bidders may bid on any or all of the lots
Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.
2) PAGCOR now invites bids for above Procurement Project. The complete schedule of deliveries is provided in Section VI (Schedule of Requirements) of the
Bidding Documents which will commence from the date of receipt by the winning supplier of the Notice to Proceed. Bidders should have completed, at least
five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in
the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No.
12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding
capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights
or privileges to Filipino citizens, pursuant to RA No. 5183.
4) Interested Bidders may obtain further information from PAGCOR and inspect the Bidding Documents from Procurement Processing Department (PPD), acting as
the BAC Secretariat of PAGCOR, at the Third (3rd) Floor, PAGCOR Corporate Office, MET Live Building, Central Business Park 1-A, Macapagal Boulevard corner
EDSA Extension, Pasay City during office hours of PAGCOR, Monday to Thursday, from 8:00 a.m. to 6:00 p.m. OR at the Basement Area, Casino Filipino –
Grand Regal, Grand Regal Hotel, KM7 Lanang, Davao City during office hours of PAGCOR, Monday to Friday, from 8:00 a.m. to 5:00 p.m.
5) A complete set of Bidding Documents may be acquired by interested Bidders starting on December 30, 2025 (Tuesday) until January 19, 2026 (Monday) from
the given address and website(s) below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB,
based on the following schedule:

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) - www.philgeps.gov.ph and
the website of PAGCOR – www.pagcor.ph, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of
their bids.
6) In effecting payment for the Bidding Documents, prospective bidders shall present either the Payment Slip, which may be secured from the PPD, or a copy
of this Invitation to Bid (ITB) to PAGCOR’s Cashier, located at the Ninth (9th) Floor, PAGCOR Corporate Office, MET LIVE Building, Central Business Park
1-A, Macapagal Boulevard corner EDSA Extension, Pasay City OR at the Second (2nd) Floor, Casino Filipino – Grand Regal, Grand Regal Hotel, KM7, Lanang,
Davao City.
7) PAGCOR will hold a Pre-Bid Conference on January 6, 2026 (Tuesday), 10:00 a.m. at the Third (3rd) Floor, PAGCOR Corporate Office, MET Live Building,
Central Business Park 1-A, Macapagal Boulevard corner EDSA Extension, Pasay City OR [through Video Conference via MS Teams], which shall be open to
prospective Bidders. You may send the request for provision of MS Teams credentials through Ronnie.Evangelista@pagcor.ph before the scheduled
meeting.
8) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission addressed to PAGCOR BAC on or before January 19,
2026 (Monday), 2:00 p.m. at the Third (3rd) Floor, PAGCOR Corporate Office, MET Live Building, Central Business Park 1-A, Macapagal Boulevard corner EDSA
Extension, Pasay City. Late bids shall not be accepted.
9) All Bids must be accompanied by a Bid Security in the form of a Bid Securing Declaration, and any of the acceptable forms and in the amount stated in
ITB Clause 16.1.
10) Bid opening shall be on January 19, 2026 (Monday), 2:00 p.m. onwards at the Third (3rd) Floor, PAGCOR Corporate Office, MET Live Building, Central
Business Park 1-A, Macapagal Boulevard corner EDSA Extension, Pasay City. Bids will be opened in the presence of the Bidders’ representatives who choose
to attend the activity.
11) Bidders shall bear all costs associated with the preparation and submission of their bids, and PAGCOR will in no case, be responsible or liable for
those costs, regardless of the conduct or outcome of the bidding process.
Bidders should note that PAGCOR will only accept bids from those that have paid the applicable fee for the Bidding Documents.
PAGCOR assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.
In accordance with Government Procurement Policy Board (GPPB) Circular 06-2005 - Tie-Breaking Method, the Bids and Awards Committee (BAC) shall use a
non-discretionary and non-discriminatory measure based on sheer luck or chance, which is “DRAW LOTS,” in the event that two (2) or more bidders have
been post-qualified and determined as the bidder having the Lowest Calculated Responsive Bid (LCRB) to determine the final bidder having the LCRB, based on
the following procedures:
a) In alphabetical order, the bidders shall pick one rolled paper.
b) The lucky bidder who would pick the paper with a “CONGRATULATIONS” remark shall be declared as the final bidder having the LCRB and recommended for
award of the contract.
12) PAGCOR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in
accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
