RE-INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Barangay of PADDAYA, Municipality of Aparri, through its Bids and Awards Committee (BAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to apply for eligibility and if found eligible, to bid for the hereunder contracts:

Prospective bidder should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value of at least 50% of the ABC, and have key personnel and equipment (listed in the Eligibility Forms) available for the prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid.

All particulars relative to the Eligibility statement and Screening, Bid Security, Performance Security, Pre-bidding Conference/s, Evaluation of Bids, Post Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR).

The schedule of BAC activities is as follows:

4.Receipt and Opening of Bids
• Eligibility Checking
• Opening and Preliminary Examination of Bids
• Bid Evaluation January 13, 2026, 2025 at 9:00 a.m. at the Multi-Purpose Hall.
5. Post Qualification January 15, 2026
6. Recommendation of Award January 16, 2026
7.Notice of Award January 17, 2026
8. Signing of Contract January 19, 2026
9. Notice to Proceed January 20, 2026

The BAC will issue to prospective bidders complete Eligibility Forms and bidding documents at the Multi-Purpose Hall of Barangay PADDAYA, Aparri, Cagayan, upon their payment of a non-refundable amount to the Barangay PADDAYA, Barangay Treasurer’s Office.

The Barangay of PADDAYA, Municipality of Aparri, reserves the right to accept or reject any bid, to annul the bidding process and reject all bids at any time prior to contract of award, without thereby incurring any liability to the affected bidder or bidders.
