The Department of Education (DepED) Schools Division Office of Ligao City, hereafter referred to as the Procuring Entity, through the General Appropriations Act FY 2025 intends to apply the sum of Two Hundred Sixteen Thousand Pesos Only (216,000.00) being the Approved Budget for the Contract (ABC) to eligible payments under the contract for MEALS WITH VENUE AND ACCOMMODATION FOR THE CONDUCT OF DEVELOPMENT OF LESSON GUIDES FOR STORYBOOKS FOR KEY STAGE 1 LEARNERS. Request for Quotation (RFQ) received in excess of the ABC per lot shall be automatically rejected at RFQ opening.

The DepED Schools Division Office of Ligao City, through its Bids and Awards Committee (BAC), now request you to submit a Request for Quotation for the above-mentioned project.

A Technical Specification and Schedule of Requirements for the items are provided. All items listed under the Request for Quotation must be complied with procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

It is the intent of the Procuring Entity to evaluate quotation for each item separately, and an award will be made to the quotation or combination of quotations resulting in the overall cost. Quotation for one or more or all items will be considered. Contract Award will be made to the lowest quotation(s) meeting Procuring Entity’s Technical Specification.

Request for Quotations (RFQs) must be duly received by the BAC Secretariat at the address and on the date and time stated herein. Late RFQs shall not be accepted.

All RFQ must be accompanied by the following eligibility requirement:
1. Mayor’s Permit
2. PhilGEPS Certificate of Registration
3. Notarized Omnibus Sworn Statement

Prices must be quoted in a Philippine Peso and must include the unit price and total price, inclusive of all taxes to be paid and other incidental costs to the delivery site if the contract is awarded. The delivery of goods shall be made upon receipt of the Notice to Proceed (NTP) by the Supplier, or on the date specified in the NTP.
The applicable amount of Liquidated Damages shall be at least equal to one-tenth (1/10) of one percent (1%) of the cost of the unperformed portion for every day of delay. Once the cumulative amount of liquidated damages reaches ten percent (10%) of the amount of the contract, the Procuring Entity may rescind or terminate the contract, without prejudice to other courses of action and remedies available under the circumstances.

The DepED Schools Division Office of Ligao City reserves the right to accept or reject any quotation and all quotations, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
