REQUEST FOR EXPRESSION OF INTEREST (REOI)

Hiring of Consultancy Services (Individual Consultant)

Solicitation No. SIC-2025-011

1. The Government of the Philippines has received a loan (Loan No. 9480-PH) from the World Bank to finance the Philippine Fisheries Coastal Resiliency (FishCoRe) Project. It intends to allocate a portion of the proceeds from this loan towards the procurement of Consultancy Services (Individual Consultant).

2. There is a need for a Senior Environmental Safeguards Specialist to ensure the FishCoRe Project’s compliance with environmental policies and regulations. This role involves providing technical guidance, overseeing the implementation of safeguards in sub-projects, and developing and enforcing environmental safeguard policies. Additional responsibilities include conducting impact assessments, ensuring adherence to relevant regulations, and engaging stakeholders to address their concerns.

3. The Bureau of Fisheries and Aquatic Resources - Fisheries and Coastal Resiliency (FishCoRe) Project hereby requests the submission of an Expression of Interest for the engagement of an Individual Consultant, as follows:

4. A set of Terms of Reference (TOR) is provided in Attachment 1.

5. The bidding procedures shall adhere to the provisions delineated in the World Bank Guidelines, while taking into account the relevant stipulations outlined in the Project Loan Agreement and the Guidelines on Procurement under IBRD loans and IDA credits. The selection of individual consultants will be carried out in accordance with the procedures specified in paragraphs 7.34 to 7.37 of the World Bank Procurement Regulations.

6. Interested proponents are invited to submit their Letter of Expression of Interest, Curriculum Vitae, Personal Data Sheet, Certifications (if applicable), and any other supporting documents as deemed necessary, to the BFAR Fisheries and Coastal Resiliency (FishCoRe) Project – Special Bids and Awards Committee (SBAC) no later than November 7, 2025, at 5:00PM.

7. Expressions of Interest (EOI) are required to be submitted in conjunction with the other documents specified in item number five to the official email address fishcore.sbac@bfar.da.gov.ph or delivered to the second floor of the National Food Authority, located on Visayas Avenue, Diliman, Quezon City, in a sealed envelope labeled:

8. The FishCoRe Project must disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposal/s.

9. The FishCoRe Project reserves the right to accept or reject any bid, and to annul the Selection of Individual Consultants (SIC) process or reject all EOIs at any time prior to contract award, without thereby incurring any liability to the affected bidder/bidders.
