Description
The Barangay Government of Old Cabalan, Olongapo City, through the Barangay Fund CY 2025, intends to apply the sum of ₱1,800,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for the project “Purchase of Emergency Transport Vehicle (High-Reliability Make or Equivalent, Preferably Japan Origin), configured as an Emergency Transport Vehicle (ETV)”. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Barangay Government of Old Cabalan now invites bids for the above procurement project. Delivery of the goods is required within sixty (60) calendar days from receipt of the Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II – Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion in accordance with the provisions of Republic Act No. 9184 and its 2016 Revised Implementing Rules and Regulations (IRR).

To ensure reliability, safety, and availability of service support, the required unit shall be of high-reliability make or equivalent, preferably of Japan origin, compliant with DOH Level 1 Emergency Vehicle Standards, and capable of meeting barangay-level operational needs.

A Pre-Bid Conference will be held on November 6, 2025, at 9:30 A.M. at the Barangay Old Cabalan Hall, Olongapo City, which shall be open to all interested bidders.

Bidding Documents may be acquired by interested bidders from October 29, 2025, until November 18, 2025, 9:00 A.M., at the Barangay Old Cabalan Hall, upon payment of a non-refundable fee of ₱5,000.00 to the Barangay Treasurer’s Office.

The Deadline for Submission of Bids is on November 18, 2025, at 9:00 A.M., while the Opening of Bids shall follow immediately after at 9:30 A.M. at the same venue. Late bids shall not be accepted.
