Invitation to Bid for Supply and Delivery of Tablets

The Government of the Philippines (GOP) has received a Loan from the World Bank towards the cost of Teacher Effectiveness and Competencies Enhancement Project (TEACEP) and it intends to apply part of the proceeds of this Loan to payments under the contract for Supply and Delivery of Tablets.

The Department of Education (DepEd) now invites bids for the Supply and Delivery of 16,600 Tablets to selected schools in DepEd Regions IX, XII, and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)[WB 1] [RE2] . Delivery of the Goods is required 120 calendar days. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Sub-section 5, Section II. Instructions to Bidders and the corresponding World Bank Bid Data Sheet.

Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”, with some amendments, as stated in these Bidding Documents and is open to all Bidders from eligible source countries as defined in the applicable procurement guidelines of the World Bank. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The estimated project cost (EPC) is Philippine Pesos Two Hundred Eighty-Two Million, Two Hundred Thousand, 00/100 (PhP282,200,000.00).

Interested bidders may obtain further information from Department of Education (DepEd) and inspect the Bidding Documents at the address given below during 8:00 a.m. to 5:00 p.m.

A complete set of Bidding Documents may be acquired by interested Bidders on October 25, 2025 from the address below and upon payment of the applicable fee for the Bidding Documents, in the amount of Philippine Pesos five Thousand 00/100 (Php5,000.00).[WB 3] It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and https://www.deped.gov.ph/category/procurement/bid-opportunities/ provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

The Department of Education (DepEd) will hold a Pre-Bid Conference on 11:00 a[WB 4] [MGN5] [MGN6] .m., November 3, 2025, at Office Facility of the former Systems Division (near Motorpool area), DepEd Complex, Meralco Ave., Pasig City, which shall be open to prospective bidders.

Bids must be duly received by the BAC Secretariat at the address below on or before 11:00 a.m., November 17, 2025. All Bids must be accompanied by a bid security in the amount of PhP5,644,000.00.

Bid opening shall be on 11:00 a.m., November 17, 2025 at Office Facility of the former Systems Division (near Motorpool area), DepEd Complex, Meralco Ave., Pasig City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

The Department of Education (DepEd) reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
