Invitation for Negotiations
(Negotiated Procurement - Two Failed Biddings)

1. In view of the failed competitive biddings, the Philippine Science High School - Cordillera Administrative Region Campus in Baguio City, through its Bids and Awards Committee, invites legally, technically, and financially capable consultants to participate in the Negotiated Procurement - Two Failed Biddings in accordance with Section 35.1 of the Implementing Rules and Regulations (IRR) of the Republic Act No. 12009 for the following procurement project: Construction of Dormitory Building (Design Consultancy)

Brief Description:
Construction of Dormitory Building (Design Consultancy) – comprised of five (5) main phases: the Pre-Design Phase, Conceptual Design and Planning, Design Development, Detailed Architectural and Engineering Design (DAED), and Preparation of Public Bidding Documents and Assistance during Public Bidding
Bid Reference No. 2025-CARC-CS-01 (NP-TFB)
Approved Budget of the Contract (ABC): Three Million Five Hundred Thousand Pesos Only (PhP 3,500,000.00)
Funding Source: GAA 2025
Contract Period: The contract shall be completed within two hundred forty (240) calendar days.

2. The following schedule of activities for this procurement project shall be observed:
Issuance of Invitation and Availability Bidding Documents: October 25, 2025
Negotiation Meeting/ Conference: November 3, 2025, 1:00 PM, meet.google.com/ujdnoos-urk
Deadline of Submission of Best Offer based on Bidding Documents (in a Sealed Envelope): November 11, 2025, 1:00 PM
Opening of Technical and Financial Proposals: November 11, 2025, 1:10 PM, meet.google.com/hwj-vstn-jrv

3. Negotiations shall be open to all interested bidders and shall be held in the 3rd floor Conference Room of the PSHS-CARC Administrative Building and via Google Meet: meet.google.com/ujd-noos-urk.

4. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based valuation (QCBE) procedure with the corresponding weights of 60% for Technical Proposal and 40% for the Financial Proposal.

5. The criteria for the evaluation of technical proposal shall be:a. Experience and Capability of the Firm (50.00%); b. Qualifications of Key Personnel of the Firm (30.00%); and c. Plan, Approach and Methodology (20.00%)

6. A complete set of Bidding Documents may be acquired by interested bidders beginning on October 25, 2025 from the address below. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity. The bid document fee is waived for this procurement project.

7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before November 11, 2025, 1:00 PM. Late bids shall not be accepted.

8. The Philippine Science High School - Cordillera Administrative Region Campus in Baguio City reserves the right to reject any and all quotations/proposals/offers, declare a failure of negotiation process, or not award the contract at any time, and makes no assurance that the contract shall be entered into as a result of this invitation without thereby incurring any liability in accordance with Republic Act No. 12009 and its Implementing Rules and Regulations.
