Invitation to Bid for
SUPPLY AND DELIVERY OF CERTIFIED PALAY SEEDS
at Minalabac, Camarines Sur

1. LGU-Minalabac, Camarines Sur, through the GF, CY 2025 intends to apply the sum of THREE MILLION PESOS ONLY (Php 3,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the SUPPLY AND DELIVERY OF CERTIFIED PALAY SEEDS at Minalabac, Camarines Sur. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. LGU-Minalabac, Camarines Sur now invites bids for the SUPPLY AND DELIVERY OF CERTIFIED PALAY SEEDS at Minalabac, Camarines Sur. The description of an eligible bidder is contained in the Bidding Documents.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 12009, otherwise known as the “New Government Procurement Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. The contract shall be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during post-qualification.

5.. Interested bidders may obtain further information from LGU-Minalabac, Camarines Sur and inspect the Bidding Documents at the address given below during office days from 8:00 am to 5:00 pm.

6.. A complete set of Bidding Documents may be purchased by interested Bidders from the address below upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos (P 5,000.00).

7.. Pre-Bid Conference will be held at the BAC Office, LGU-Minalabac, Camarines Sur on November 5, 2025 which shall be open to all interested parties. Queries will be entertained only from those who have purchased the Bidding Documents.

7. Bids must be delivered to the address below on or before 2:00 PM of November 19, 2025 at the BAC Secretariat Office (Municipal Assessor"s Office), Minalabac, Cam. Sur. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

8. To be eligible to bid for this Contract, contractors must submit Three (3) copies (One (1) original copy and Two (2) photocopies) of Bidding Documents and such must be in accordance with the Philippine Bidding Document, Procurement of Goods (2025 IRR of NGPA).

9. The Procurement Activities are as follows:

10. LGU – Minalabac, Camarines Sur reserves the right to accept or reject/any or all bid and to annul the bidding process any time before contract award, without incurring any liability to the affected bidder/s.
