Description
1 lot Engagement with a Halal-certifying body for certification process, inclusive of evaluation, training, inspection, and certifying the selected MSME.
(5 MSMEs x 50,000.00)

Deliverables
1. Conduct pre-assessment and evaluation of the MSMEs’ readiness for Halal certification.
2. Provide technical guidance and orientation to MSMEs on Halal requirements, compliance processes, and documentation.
3. Conduct actual audits, inspections, and verifications of the production facilities, processes, and products of the MSMEs, including all attendant costs such as transportation and accommodation expenses.
4. Issue Halal certificates to MSMEs that successfully comply with the Halal standard."

For your reference and to ensure compliance as part of the contract, please find attached the terms of reference for guide and other important details. We request the inclusion of your detailed costing, cost breakdown, and scope of works within this document, if applicable. Alternatively, should a separate document be preferred, please specify.

Additional Requirements:
1. The bidders shall submit the following Eligibility Documents in addition to the prescribed quotation form and other pertinent documents for qualification:
(i) Registration certificate from the Securities and Exchange Commission (SEC) for corporations, Department of Trade and Industry (DTI) for sole proprietorship, or Cooperative Development Authority (CDA) for cooperatives, whichever is applicable.
(ii) Valid Mayor"s permit issued by the city or municipality where the principal place of business of the prospective bidder is located.
(iii) Philgeps Certificate of Registration.
(iv) Latest Income Tax Return and Tax Clearance Certificate.
(v) Omnibus Sworn Statement, notarized
2) All entries shall be typed or written in a clearly legible manner.
3) Prices are inclusive of taxes, delivery of items, and other incidental expenses.
The place of delivery must be at DTI Lanao del Norte Provincial Office, Pala-O, Iligan City, Philippines and designated venue for Lanao del Norte within forty-five (45) days from receipt of the PURCHASE ORDER.
The deadline for submission of quotation shall be on October 27, 2025, 12:00NN. The bidders shall send their duly accomplished form together with the eligibility requirements in three (3) copies to DTI-LANAO DEL NORTE PROVINCIAL OFFICE, PM Durias Bldg., 0171 Quezon Ave. Ext., Pala-O, Iligan City
The Notice of Award (NOA) shall be issued upon receipt of Notice of Cash Allocation (NCA).

Opening of quotations/proposals shall be on October 27, 2025, at 2:00 PM at DTI-Lanao del Norte Provincial Office, 0171 PM Durias Bldg., Quezon Ave. Ext., Pala-o, Iligan City. Please download the attached documents under Associated Components for the Request for Quotation Form.

DTI Lanao del Norte reserves the right to accept or reject any quotation/proposals and to annul the procurement process and reject all quotations/proposals at any time prior to contract award, without thereby incurring any liability to the affected bidder(s). DTI Lanao del Norte reserves the right to waive any required formality in the proposals received and select the proposal which it determines to be advantageous to the government.
