INVITATION TO BID FOR
INSTALLATION OF CCTV SURVELANCE SYSTEM AND 8 UNITS IP CAMERAS
WITHIN BARANGAY LIBAG SUR
PB-GD-2025-001
Date: October 10, 2025

The Baragay Libag Sur, Tuguegarao City, Cagayan, through the Financial Assistance from
Provincial Goverment, intends to apply the sum of Two Hundred Thousand Pesos
(Php200,000.00), being the Approved Budget for the Contract (ABC) to payments for the
Project: Installation of CCTV Surveillance System under PB-GD-2025-001. Bids received
in excess of the ABC shall be automatically rejected at the bid opening.
The Barangay Libag Sur, Tuguegarao City, Cagayan now invites bids for the above-captioned
Project. Completion of Work is required within Sixty (60) Calendar Days from the issuance
of the Notice to Proceed. Bidders should have completed, within the past ten (10) years from
the date of submission and receipt of bids, a contract similar to the Project. The description of
an eligible bidder is contained in the Bidding Documents, particularly, in Section II.
Instruction To Bidders.
Bidding will be conducted through open competitive bidding procedures using a non
discretionary “Pass/Fail” criterion as specified in the 2016 Revised Implementing Rules and
Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government
Procurement Reform Act”. Bidding is open to all interested contractors, subject to the
conditions for eligibility provided in the said IRR.
Prospective bidders must be holders of Philippine Contractors’ Accreditation Board (PCAB)
License for Size Range Small A, License Category D, to be eligible.
A complete set of Bidding Documents may be purchased by interested Bidders on October
13, 2025 until October 21, 2025 from the address below only to prospective bidders upon
payment of a non-refundable fee of Five Hundred Pesos (Php500.00).
It may also be downloaded free of charge from the website of the Philippine Government
Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the non
refundable fee for the Bidding Documents, not later than the submission of their bids.
The Barangay Libag Sur, Tuguegarao City, Cagayan, through its Bids and Award Committee
will hold a Pre-Bid Conference on October 15, 2025 9:00 A.M., at the Barangay Libag Sur
Multi-Purpose Building, Balubal Street, Tuguegarao City, which shall be open to all interested
parties.
Attendance of bidders to the Pre-bid Conference shall not be mandatory. Only those who
purchased Bidding Documents shall be allowed to participate and raise or submit written
queries or clarifications.

Bids must be delivered to the address below on or before 9:00 A.M. of October 21, 2025. All
Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount
stated in ITB Clause Error! Reference source not found..

Bid opening shall be on October 21,2025 at 10:00 A.M. at the Barangay Libag Sur Multi
Purpose Building, Libag Sur, Tuguegarao City, Cagayan. Bids will be opened in the presence
of the Bidders’ Representatives, who choose to attend at the address below. Late bids shall
not be accepted.
The Barangay Libag Sur, Tuguegarao City, Cagayan reserves the right to accept or reject
any bid, to annul the bidding process, and to reject all bids at any time prior to contract
award, without thereby incurring any liability to the affected bidder or bidders.
Interested bidders may obtain further information from the Barangay Libag Sur Multi
Purpose Building, Tuguegarao City, Cagayan and inspect the Bidding Documents at the
