INVITATION TO BID

Procurement of Various Pharmaceutical Products


The Provincial Government of Zamboanga del Norte through the Trust Fund of 2025 intends to apply the sum of Twenty Four Million Eight Hundred Ninety Six Thousand Four Hundred Two Pesos and Forty Centavos only (Php 24,896,402.40) being the approved Budget for the Contract (ABC). Bids received in excess of the ABC shall be automatically rejected at Bid opening.

The Provincial Government of Zamboanga del Norte now invites sealed Bids from eligible Bidders and PhilG-EPS Registered (Philippine Government Electronic Procurement System) for the Procurement of Various Pharmaceutical Products under PR # TF-25-10-019(G). Delivery of the Goods is required at least thirty (30) working days upon receipt of the Notice to Proceed. Bidders should have completed, within five (5) years prior to the date of submission and receipt of Bids, a contract similar to the Project. The description of an eligible Bidder is contained in Section II of the Bidding Documents, particularly, in Section II. Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act and is restricted to organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country, the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to R.A. 5183 and subject to Commonwealth Act 138.

Interested Bidders may obtain further information from the Provincial Government of Zamboanga del Norte and inspect the Bidding Documents of the address given below.

A complete set of Bidding Documents may be purchased by interested Bidders on October 11, 2025 to November 03, 2025 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Twenty Five Thousand Pesos Only (Php 25,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the Provincial website (http://www.zamboangadelnorte.gov.ph/) provided that bidders shall pay the non-refundable fee for the Bidding Documents not later that the submission of their bids.

The Provincial Government will hold a Pre – Bid Conference on October 20, 2025 at 2:00 o’clock in the afternoon at the BAC Conference Room, Capitol Building, Estaka, Dipolog City, which shall be open only to all interested parties.

Bids must be delivered to the address below on or before November 03, 2025 at 2:00 o’clock in the afternoon. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB Clause 18.

Bid opening shall be on November 03, 2025 at 2:00 o’clock in the afternoon at the BAC Conference Room, Capitol Building, Estaka, Dipolog City, unless announced otherwise. Bids will be opened in the presence of the Bidders’ representative who chooses to attend at the address below. Late bids shall not be accepted.

The Provincial Government of Zamboanga del Norte reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
