REQUEST FOR EXPRESSION OF INTEREST
FOR THE
Hiring of Consultancy Services for the Engineering Assessment, Investigation and Analysis, and Preparation of Complete Detailed Architectural and
Engineering Plans for the Major Repair, Rehabilitation, and Retrofitting of DepEd Buildings in Taguig (Locsin Building)

1. The Department of Education (DepEd), through the 2024 GASS Continuing Fund intends to apply the sum of Philippine Pesos Fifteen Million and 00/100
(PhP15,000,000.00) only, being the Approved Budget for the Contract (ABC) to payments under the contract for Hiring of Consultancy Services for the
Engineering Assessment, Investigation and Analysis, and Preparation of Complete Detailed Architectural and Engineering Plans for the Major Repair,
Rehabilitation, and Retrofitting of DepEd Buildings in Taguig (Locsin Building). Bids received in excess of the ABC shall be automatically rejected at the
opening of the financial proposals.
2. The DepEd, through the Bids and Awards Committee (BAC) VI, now calls for the submission of short-listing documents for Hiring of Consultancy Services
for the Engineering Assessment, Investigation and Analysis, and Preparation of Complete Detailed Architectural and Engineering Plans for the Major Repair,
Rehabilitation, and Retrofitting of DepEd Buildings in Taguig (Locsin Building). Short-listing documents of interested consultants must be duly received by
the BAC VI Secretariat on or before October 17, 2025, 11:00 a.m. at Office Facility of the former Systems Division (near Motorpool area) DepEd Complex,
Meralco Avenue, Pasig City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
3. Interested bidders may obtain further information from DepEd Procurement Management Service – BAC Secretariat Division and inspect the Bidding
Documents at the address given below Monday to Friday from 8:00 a.m. to 5:00 p.m.
4. The bidding documents can be purchased on or before the deadline for the submission of bids by either of the following:
a. A complete set of Bidding Documents may be purchased by short-listed bidders on October 9, 2025 from the given address below DepEd Procurement
Management Service – BAC Secretariat Division, Room 512, 5th Floor, Mabini Building, DepEd Complex, Meralco Avenue, Pasig City and upon payment of the
applicable fee for the Bidding Documents to the DepEd Cashier.
Payment in checks should be made payable to DECS OSEC TRUST.
b. Short-listed bidders may signify their intent to purchase the bidding documents through the email depedcentral.bacsecretariat@deped.gov.ph by
accomplishing a BIS (Annex “A”) Upon receipt of an appropriately filled-out BIS, the BAC Secretariat Division will send through email the details of
the DECS OSEC TRUST fund and other instructions for payment. Upon payment, short-listed bidders may send through email the proof of payment. Upon receipt
of proof of payment, the BAC Secretariat will send the electronic copy of the bidding documents.
The amount of Bidding Documents shall be Philippine Pesos Twenty-Five Thousand and 00/100 (PhP25,000.00) only.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the DepEd BAC
Secretariat microsite https://www.deped.gov.ph/bac-secretariat/, provided that Short-listed Bidders shall pay the applicable fee for the Bidding Documents
not later than the submission of their bids.
5. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and
have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement
Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of not more than five (5) prospective bidders; in case of one (1) or
less than the required number apply for eligibility and short-listing, pass the eligibility check, and/or the minimum score required in the short-listing,
the BAC shall consider the same who will be entitled to submit bids manually. The criteria and rating system for short-listing are:
I. Applicable Experience of the Consulting Firm - 60%
II. Qualification of Personnel - 30%
III. Current Workload relative to Capacity - 10%
The firm must garner a minimum rating of Seventy (70) percent to be shortlisted.
Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and
Regulations (IRR) of RA No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest
or outstanding capital stock belonging to citizens of the Philippines.
6. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation (QCBE). The Procuring Entity shall
indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided
in the Instructions to Bidders.
7. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest on or before
the date and time indicated in the SDS.
8. The contract shall be completed within One Hundred Eighty (180) calendar days upon receipt of Notice to Proceed.
9. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
10. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5
therein.
11. DepEd will hold a Pre-Short-listing Conference meeting for this Project on October 14, 2025, 11:00 A.M. at Office Facility of the former Systems
Division (near Motorpool area), DepEd Complex, Meralco Ave., Pasig City.
12. The DepEd reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in
accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
