I. RATIONALE:
It is recognized that true and sustainable development cannot be achieved without the integration of gender concerns at all levels of the development
process. In line with this, the Department of Education (DepEd) has directed all government agencies and instrumentalities to mainstream gender and
development (GAD) in their plans, programs, projects, and school activities.
Accordingly, DepEd issues the enclosed Gender-Responsive Basic Education Policy in fulfillment of its GAD mandate as provided under the 1987 Philippine
Constitution, Republic Act (RA) No. 9710 or the Magna Carta of Women (MCW), RA 10533 or the Enhanced Basic Education Act of 2013, as well as the
country’s international human rights commitments, including the Universal Declaration of Human Rights (UDHR), the Convention on the Elimination of All
Forms of Discrimination Against Women (CEDAW), and the Convention on the Rights of the Child (CRC), among others.
Through this policy, DepEd affirms its commitment to uphold the principles of gender equality, equity, sensitivity, non-discrimination, and human rights in
the provision and governance of basic education, consistent with its mandate to ensure inclusive and equitable access to quality education for all.
In response to this mandate, Acacia Elementary School will conduct off-campus activities in accordance with DepEd Order No. 66, s. 2017, or the
Implementing Guidelines on the Conduct of Off-Campus Activities. This order establishes standards and procedures for activities involving learners,
teachers, and relevant DepEd offices, ensuring that such undertakings contribute to intended learning outcomes while promoting safety, inclusivity, and
meaningful participation.
II. PROPOSED ACTIVITIES FOR FY 2025

A.5 Activity Rationale:
The teaching and non-teaching personnel of the school must be fully aware of gender concerns that affect the school community. As an institution, Acacia
Elementary School plays a vital role in advancing Gender and Development (GAD) advocacy. For teachers and staff, capacity-building activities are
essential, as they enhance the knowledge and skills necessary to address these concerns. An empowered individual who is equipped to facilitate change can
positively influence not only their organization but also the larger community, thereby contributing to systemic transformation.
It is envisioned that through this training, all teaching and non-teaching personnel of Acacia Elementary School will gain valuable insights, particularly
on promoting gender equality, women’s empowerment, and the importance of mental and emotional health awareness.

• Strengthen camaraderie and build a solid foundation of personal and social relationships among teachers, thereby enhancing the capacity of both men and
women to fully exercise their basic and legal rights, and to achieve gender equality and empowerment across all sectors of society.
Enabling:
• Promote the active participation of a diverse group of employees—across various roles and levels of responsibility—through seminars, workshops, and
collaborative activities.
• Cultivate an environment of mutual respect, cooperation, and understanding among participants, fostering a culture that upholds gender equality,
inclusion, and empowerment.
• Enhance awareness and responsiveness to mental, emotional, and social well-being, recognizing their importance in achieving inclusive and holistic
development.
