The Government of the Philippines through the Department of Education (DepEd) and the Department of Public Works and Highways (DPWH) has received financing in the amount of US$ 500 Million equivalent from the World Bank toward the cost of the Infrastructure for Safer and Resilient Schools (ISRS) Project. The Implementing Agencies intend to apply part of the proceeds to payments for goods, works, non-consulting services, and consulting services to be procured under this Project.
The project will include the following components:
Component 1: Relatively Simple Works for School Infrastructure Recovery and O&M Strengthening. This component involves the repair and rehabilitation of selected school facilities that require Relatively Simple Works (RSW) interventions. It also includes pilot reconstruction activities, procurement of essential school furniture for all reconstruction intervention, and strengthening procedures and tools for operations and maintenance (O&M) systems of recovered school facilities. The Department of Education (DepEd) will be the implementing agency for this component.
Component 2: Relatively Complex Works for School Infrastructure Recovery. This component covers the repair, rehabilitation, retrofitting, and reconstruction of selected school facilities that require Relatively Complex Works (RCW) interventions. The Department of Public Works and Highways (DPWH) will be the implementing agency for this component.
Component 3: Project Management, Monitoring and Evaluation (M&E). This component provides support for the day-to-day implementation of project activities, including the financing of technical specialists, consultants, and administrative personnel throughout the project duration. It aims to strengthen the operational capacity of both the Department of Education (DepEd) and the Department of Public Works and Highways (DPWH) Project Management Offices (PMOs) by ensuring they have the necessary human and technical resources to effectively carry out their respective roles and responsibilities. Adequate financial allocation is provided to support these functions and ensure the smooth and timely execution of project deliverables.
Component 4: Contingent Emergency Response Component – CERC (zero allocation for now).
Both DepEd and DPWH will procure a number of consulting services through open international competitive procurement such as project management, detailed engineering design and construction supervision, and strengthening procedures and tools for operations and maintenance of recovered school facilities, among others.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023).
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website, the Philippine Government Electronic Procurement System (PhilGEPS) website (https://notices.philgeps.gov.ph/), the Department of Education website (www.deped.gov.ph) for contracts under Components 1 and 3.1, the DPWH website (https://www.dpwh.gov.ph/dpwh/) for contracts under Components 2 and 3.2, and to newspaper of national circulation in the Philippines (if applicable).
