ROAD CONCRETING AT BRGY. 79 MARASBARAS , TACLOBAN CITY

1. The Barangay 79, through the 20% Barangay Development Fund intends to apply the sum of Php 399,989.30 being the Approved Budget for the Contract (ABC) to payments under the contract for the ROAD CONCRETING AT BRGY. 79 MARASBARAS, TACLOBAN CITY/POW #2025-009-001. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Barangay 79 now invites bids for the above Procurement Project. Completion of the Works is required within Ninety (20) Calendar Day/s. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-
discretionary “pass/fail” criteria as specified in the IRR of RA No. 12009 or the NGPA.

4. Interested bidders may obtain further information from the Barangay Hall of Brgy 79, Marasbaras Tacloban and inspect the Bidding Documents at the address given below from 9:00 am to 3:00 pm, Mondays to Fridays, except on holidays.

5. A complete set of Bidding Documents may be acquired by interested bidders from September 16, 2025 to September 23, 2025 from the given address and website/s below, and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of [Php1,000.00]. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person.


6. The Barangay 79 will hold a Pre-Bid Conference1 at 01:30 PM on September 19,2025 at the Barangay 79 Marasbaras Tacloban City, which shall be open to prospective bidders.


1 May be deleted in case the ABC is less than One Million Pesos (PhP1,000,000) where the Procuring Entity may not hold a Pre-Bid Conference.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 1:30 PM on September 23, 2025. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Section 56 of the IRR of RA 12009.

9. Bid opening shall be at 01:30 PM on September 23, 2025, at the given address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The Barangay 79 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections Section 70 of the same IRR, without thereby incurring any liability to the affected bidder or bidders.
