INVITATION TO BID FOR SUPPLY AND DELIVERY OF ONE (1) LOT VARIOUS
DRUGS AND MEDICINES FOR THE THIRD QUARTER FY 2025 (G-2025-24)
1) The Bureau of Jail Management and Penology Regional Office 8 (BJMPRO-8),
through the General Appropriations Act FY 2025 4 intends to apply the sum of Two
Million Five Hundred Forty-Five Thousand Eight Hundred Seventy-One Pesos and
Fifty Centavos Only (Php 2,545,871.50) being the Approved Budget for the Contract
(ABC) to payments under the contract for G-2025-24. Bids received in excess of the
ABC shall be automatically rejected at bid opening.
2) The Bureau of Jail Management and Penology Regional Office 8 now invites bids
for Supply and Delivery of One (1) Lot Various Drugs and Medicines for the Third
Quarter FY 2025 (G-2025-24) using the Competitive Bidding Procedures. Delivery of
the Goods is required Fifteen (15) Calendar Days upon the receipt of Notice to
Proceed and Purchase Order. Bidders should have completed, at least Five (5) years
from the date of submission and receipt of bids, contracts similar to the Project. The
description of an eligible bidder is contained in the Bidding Documents, particularly, in
Section II. Instructions to Bidders.
3) Bidding will be conducted through competitive bidding procedures using a non
discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.
Bidding is open to all interested Bidders, whether local or foreign, subject to the
conditions for eligibility provided in the IRR.
4) Interested Bidders may obtain further information from Bureau of Jail Management
and Penology Regional Office 8 and inspect the Bidding Documents at the address
given below from weekdays from 8:00 AM to 5:00 PM.
5) A complete set of Bidding Documents may be acquired by interested Bidders on
September 4, 2025 from the address given below upon payment of the applicable fee
for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the
amount of Five Thousand Pesos (Php 5,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement
System (PhilGEPS) and the website of the Procuring Entity,
provided that Bidders shall pay the applicable fee for the Bidding Documents not later
than the submission of their bids.
6) The Bureau of Jail Management and Penology Regional Office 8 will hold a Pre-Bid
Conference on September 12, 2025 at 10:00 AM at Bureau of Jail Management and
Penology Regional Office 8 ORD Conference Room which shall be open to
prospective Bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat
through manual submission at Bureau of Jail Management Regional Office 8
Logistics Division on or before September 24, 2025 8:00 AM. Late bids shall not be
accepted. Bids submitted must be accompanied with letter of intent duly
addressed to the Chairman of BAC.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in
the amount stated in ITB Clause 16.1.
9) Bid opening shall be on September 24, 2025 9:00 AM at Bureau of Jail Management
Regional Office 8 ORD Conference Room. Bids will be opened in the presence of the
Bidders’ representatives who choose to attend the activity.
10) The bidder’s representative who will attend the opening of bids should have been
authorized to do so through a Special Power of Attorney (SPA) which shall also
expressly provide that the bidder’s representative is authorized to receive the Notice of
Award (NOA) for and in behalf of the said bidder should it be declared submitted the
Lowest Calculated and Responsive Bid (LCRB). In case the representative refuse to
receive the NOA, such refusal shall be deemed as the said bidder’s refusal which shall
be the basis for administrative sanctions as provided for under Section 99 of the
Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009 or the New
Government Procurement Act. To expedite the service of notices, the Procuring Entity,
at its option, may send the relevant notices in this procurement to the concerned bidder
through that bidder’s given e-mail address or its e-mail address as appearing in the
documents it submitted and once successfully sent shall be deemed to have been
received by such bidder effective the date and time as appearing in the time stamp of
the e-mail service provider.
11) The Bureau of Jail Management and Penology Regional Office 8 reserves the right
to reject any and all bids, declare a failure of bidding, or not award the contract at any
time prior to contract award in accordance with Section 705 of R.A. No. 12009, without
incurring any liability to the affected Bidder or Bidders.
