II. Posting of Performance Security and Warranty Security
Posting of Performance Security by the winning bidder corresponding to 5% of the project cost within ten (10) calendar days upon receipt of notice of
award. Performance Security shall be refunded to the supplier upon issuance of Certificate of Acceptance. It may be in any of the following forms with its
corresponding amount
Acceptable Form of Performance Security
1. Cash or cashier’s/manager’s check issued by a Universal or Commercial Bank.
- Goods and Consulting Services – Five Percent (5%) / Infrastructure Projects – Ten percent (10%)
2. Bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank: Provided, however, that it shall be confirmed or
authenticated by a Universal or Commercial Bank, if issued by a foreign bank, OR irrevocable letter of credit issued by LANDBANK
- Goods and Consulting Services – Five Percent (5%) / Infrastructure Projects – Ten percent (10%)
3. Surety Bond callable upon demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security
OR Surety Bond from LAND BANK OF THE PHILIPPINES
- Thirty percent (30%)
Winning Bidder is also hereby required posting of Warranty Security to guarantee the Contractor’s responsibilities in the procurement of goods, the
warranty security requirement provides for period of three (3) months for Expendable Supplies and one (1) year for Non-Expendable Supplies

III. 3% Retention Fee shall be deducted and shall be refunded to the supplier after One (1) year of completion of the project. Payment upon 100% completion
of project.
IV. Penalty upon non-compliance
A penalty of one-tenth of one percent (0.001) of the total value shall be deducted for each day of delay to complete the project.
V. Submission of the following:
Each Bidder shall submit one (1) set of the Eligibility and Technical Components (First Envelope) and Financial Component (Second Envelope).
A. Eligibility and Technical Components (First Envelope)
*Valid Mayor"s/Business Permit
*Valid PhilGEPS Registration Certificate
*Valid DTI/BIR Registration
*Brochure, if applicable
*Duly Notarized Omnibus Sworn Statement
*Valid Income Tax Return
*Documentary Requirements as stated in the TOR
B. Financial Component (Second Envelope)
*Duly signed Request for Quotation (2pages)
*Duly signed Bill of Quantities/Bid Form
The BAC determines the eligibility and compliance with the technical requirements of the specific bidder using a nondiscretionary “pass/fail”
criterion. Only bidders that have been rated “Passed” shall be allowed to participate in the succeeding stages of the bidding process.
The BAC, with the assistance of the BAC Secretariat, shall then open the Financial Components of those bidders that have been rated “Passed”.
The BAC, with the assistance of the BAC Secretariat, conducts bid evaluation and ranking of the bids. The results of bid evaluation and ranking shall be
recorded in the Abstract of Bids, which shall be signed by the BAC Members and/or Observers.
VI. Supplier has forty-five (45) calendar days to complete the project from the receipt of Notice to Proceed inclusive of Saturdays, Sundays and
Holidays.
VII. Deadline of submission of quotations is on 01 September 2025 @ 3:00PM.
Please send your quotations thru SEALED BID labeled with the PROJECT NAME/TITLE, addressed to the Regional Bids and Awards Committee Area IV-B c/o RBAC
Secretariat, 3rd Floor Landbank Bldg., Victoria M. Ela Ave., UP Los Banos Campus, College Laguna
Kindly indicate also on the sealed envelope the name of the Company (sender) with complete Contact Details and Contact Person.
