Description
|
1. The National Irrigation Administration – Regional Office No. 1, through the General Appropriations Act of 2025 intends to apply the sum of Two Hundred
Forty Nine Million Nine Hundred Eighty-Seven Thousand Eight Hundred Seventy Four Pesos & 51/100 (Php 249,987,874.51) being the Approved Budget for the
Contract (ABC) to payment for one (1) contract. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The National Irrigation Administration - Regional Office No. 1 now invites bids for the above Procurement Project. Completion of the works is required,
Three Hundred Sixty (360) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is
contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised
Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
4. Interested bidders may obtain further information from the National Irrigation Administration - Regional Office No. 1 (Office of the Head, BAC
Secretariat) and inspect the Bidding Documents at the address given below from 8:00 a.m to 5:00 p.m., Monday to Friday.
5. A complete set of Bidding Documents may be acquired by interested bidders on August 19, 2025 – September 8, 2025 from given address and website/s
below and upon payment of the applicable fee/non-refundable for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount
of Fifty Thousand Pesos Only (Php 50,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees to be presented in
person.
Interested Bidders’ representative must be part of the company’s organizational structure and must submit an original Special Power of Attorney,
authorizing him/her to acquire or purchase the Bidding Documents and/or represent the Bidding process whichever is applicable. For Corporation, he/she must
present duly notarized Board Resolution or Secretary’s Certificate authorizing him/her to acquire or purchase the Bidding Documents and/or represents the
Bidding process whichever is applicable. Authorized Managing Officers who opt to personally purchase Bidding Documents shall present any valid ID to the
BAC Secretariat.
6. The National Irrigation Administration-Regional Office No. 1 will hold a Pre-Bid Conference on August 26, 2025 at 2:00 P.M. at the Regional Training
Center, Conference Room (Cafeteria), National Irrigation Administration – Region 1, Brgy. Bayaoas, Urdaneta City, Pangasinan and/or through
videoconferencing/webcasting via Google Meet Link: https://meet.google.com/iut-jnjp-rkv, which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat through manual submission at National Irrigation Administration – Regional Office No. 1, Brgy.
Bayaoas, Urdaneta City, Pangasinan until September 8, 2025 at 10:00 A.M. Bidders representatives shall present valid ID and Special Power of Attorney (SPA)
to the BAC Secretariat to be allowed to submit their bids. Late bids shall not be accepted.
8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9. Bid opening shall be on September 8, 2025 at 10:00 A.M. at the Conference Room, Pangasinan Irrigation Management Office, National Irrigation
Administration – Region 1, Brgy. Bayaoas, Urdaneta City, Pangasinan and/or through Google Meet Link: https://meet.google.com/cpx-wjms-icv. Bids will be
opened in the presence of the bidders’ representatives who choose to attend the activity.
10. Requirements upon purchase of the bidding documents: 1) Updated Contractor’s Profile with Single Largest Completed Contract (SLCC); 2) Original Valid
PCAB License; and 3) Only the Owner/Proprietor, or Authorized Representative is allowed to purchase the bidding documents.
11. The National Irrigation Administration - Regional Office No. 1 reserves the right to reject any and all bids, declare a failure of bidding, or not
award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 Revised Implementing Rules and Regulations (IRR)
of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
