The Government of the Philippines has received financing in the amount of US$ 100,000,000 equivalent from the World Bank toward the cost of the Mindanao Inclusive Agriculture Development Project, and it tends to apply part of the loan proceeds for the Consultancy Services for the Establishment of Data Center and Development of RBME (Web-Based and Mobile App), MIADP Website (Web-Based and Mobile App).
The Mindanao Inclusive Agriculture Development Project (MIADP), the Project, is a direct response from the Department of Agriculture (DA) to President call about the persistent poverty among the Indigenous Peoples (IPs) in Mindanao. Hence, the project was instituted with an objective – to enhance the economic conditions of a specific set of indigenous communities. The aim is to address the issue of low incomes caused by inadequate marketing connections and insufficient infrastructure within the geographically isolated Ancestral Domains (Ads) located in Mindanao.
The Mindanao Inclusive Agriculture Development Project is a six year-program (2023-2028) that will address the lingering poverty among the indigenous cultural communities/indigenous peoples (ICCs/IPs) of Mindanao Generally, The Project Development Objective (PDO) of the Project is to “Increase income of farmers and fisherfolk in the ICCs/IPs through the development of sustainable agri-fishery – based economic activities” thru Sustainability increase agricultural productivity, resiliency and access to markets and services or organized farmer and fisherfolk groups in selected ancestral domains and for selected value chains in the Mindanao.
The duration of the contract will be one (1) year period thereafter to the receipt of the Notice to Proceed (NTP). The initial six-month period will encompass coding, deployment, testing, debugging, and capacity building for users. The subsequent 6-month duration would serve as the designated warranty period. The finalization of the systems will take into account the necessary changes and adjustments in the final output throughout the warranty term, in response to the feedback, comments, and suggestions provided by the end-users such as MIADP, DA, NCIP and LGU.
The Mindanao Inclusive Agriculture Development Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
The bidder must be a legally registered company eligible to conduct business related to the Project being applied for;
The bidder must have Applicable Technical Experience and Capability relevant to the Project being applied for, with a minimum of five (5) years of experience;
Demonstrate a proven track record of successfully delivering web application development and mobile app projects, preferably in domains related to intelligence analysis, data platforms, or similar fields, with minimal or without any projects incurring delays. The selected service provider has experienced in aiding the Project with procuring the necessary equipment and facilities for the RBME Center to ensure compatibility with the developed system.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the Procurement Regulations.
