Description
1. The Local Government Unit of Barangay Perlas, Prieto Diaz, Sorsogon, through the FY 2025 Barangay Development Fund (BDF) (189,335.29) intends to apply the sum of One Hundred Eighty Nine Thousand Three Hundred Thirty Five Pesos & 29/100 (Php. 189,335.29) being the Approved Budget for the Contract (ABC) to payments under the contract for CONSTRUCTION OF 3 UNITS SHALLOW WELL of Barangay. Bids received in excess of the ABC shall be automatically rejected in a bid opening.

2. The Barangay Perlas, Prieto Diaz, Sorsogon now invites bids for the above-stated project. Completion of the Works is One Hundred Twenty (120) calendar days required. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.
4. Representatives of prospective bidders who intends to submit a Letter of Intent (LOI) and purchase bid documents must present a duly notarized Special Power of Attorney (SPA) specific to the above stated project and a photocopy of their PCAB License and Updated ARC. NO REPRESENTATIVE WILL BE ALLOWED TO REPRESENT MORE THAN ONE BIDDER.
5. A complete set of Bidding Documents may be purchased by interested Bidders. Interested bidders may personally visit the office of the Bids and Award Committee, Barangay Perlas, Prieto Diaz, Sorsogon, and upon payment of a NONE-REFUNDABLE FEE for the Bidding Documents in the amount of Five Hundred Pesos (PhP 500.00).
6. The Barangay Government of Perlas, Prieto Diaz, Sorsogon, Philippines will hold the Pre-bid Conference for the Construction project at 8:00 o’clock in the morning August 20, 2025 at the Barangay Multi-Purpose Hall which shall be open to prospective bidders.
7. Bids must be delivered to the stated address on August 27, 2025 at 8:00 o’clock in the morning at the Office of the Bids and Awards Committee (BAC), at the Barangay Multi-Purpose Hall of Barangay. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause presented by the Official Receipt from the BAC Secretariat.
8. Bids must be accompanied with the Certificate of Site Visitation duly signed by the Head of Procuring Entity (HOPE) or its authorized representative.
9. Bids will be opened at 8:15 in the morning of August 27, 2025 in the presence of the bidders’ representatives who choose to attend at the stated address. Late bids shall not be accepted.
10. The Local Government Unit of Barangay Perlas, Prieto Diaz, Sorsogon reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
11. Violation and Noncompliance of any of the above provisions will be automatically rejected and/or shall not be accepted.
