CONSULTING SERVICES FOR TECHNICAL ASSISTANCE (TA) ON THE CONDUCT OF VALUE CHAIN ANALYSIS (VCA) AND VALUE CHAIN DEVELOPMENT STUDY OF PRIORITY FISHERY AND AQUACULTURE COMMODITIES IN FISHERIES MANAGEMENT AREAS (FMAs) 6 AND 9

The Government of the Philippines, through the Department of Agriculture (DA) and the Bureau of Fisheries and Aquatic Resources (BFAR), is implementing the Philippine Fisheries and Coastal Resiliency (FishCoRe) Project, a seven-year (2023-2029) initiative funded by the World Bank. This project aims to enhance the resilience of marine and coastal ecosystems and communities by improving fisheries resource management and the value of fisheries production within Fisheries Management Areas (FMAs) 6 and 9. It intends to apply part of its proceedings to consulting services.
One of its objectives under the MARLIN Subcomponent 2.2, Aquaculture and Fisheries Enterprise Development, is to provide technical assistance in value chain analysis and business planning to support MARLIN"s goal of delivering climate- and disease-resilient aquaculture and fisheries investments, technology, infrastructure, and other support to stakeholders along the value chain.
In relation to this, the consulting services for conducting value chain analysis (VCA) and value chain development study of priority fishery and aquaculture commodities in Fisheries Management Areas (FMAs) 6 and 9, referred to as “Services,” intends to provide the needed inputs for the planning and development of Aquaculture and Fisheries Enterprise Subprojects in identified Aqua-Industrial Business Corridors (ABCs) such as (a) market research; (b) certification and traceability system establishment and piloting; and (c) diagnostic surveys, and training and capacity building of value chain operators.
The Bureau of Fisheries and Aquatic Resources (BFAR) - Fisheries Coastal Resiliency (FishCoRe) Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are summarized below:
Must have demonstrated substantial experience (at least five (5) years) in conducting value chain studies and market systems assessments in agriculture, fisheries, and similar products, including evidence of experience with value chain analysis in the Philippines.
Must have proven expertise in Value Chain Analysis as evidenced by authorship of at least two (2) peer-reviewed VCA publications (preferably in agriculture/fishery/aquaculture
commodities), complemented by a strong understanding of the Philippine fisheries situation and, ideally, familiarity with FMAs 6 & 9.
The Consultant is expected to report to the DA-NFRDI Executive Director and FishCoRe NPMO. Its key tasks include: leading project implementation, submitting an Inception Report, conducting market research, establishing certification/traceability systems, performing diagnostic surveys with operator training, and identifying priority commodities in FMAs 6 & 9 (with BFAR) for comprehensive value chain analysis and development studies. Outputs involve data analysis, VCA documentation, and capacity-building for BFAR/NFRDI, plus business planning for BFAR, LGUs, and Fishermen Organizations/Associations.
Submission of Expression of Interests should include a list of completed relevant contracts by the Consultants at least for the last five (5) years, along with supporting documents.
The comprehensive Terms of Reference (TOR) for the assignment/services is provided in Attachment 1. The procurement of contracts funded by the World Bank shall adhere to the procedures outlined in the World Bank’s Procurement Regulations for IPF Borrowers (Procurement Regulations) and is open to all eligible firms as defined in the Procurement Regulations.
The attention of interested Consultants is directed towards Section III, paragraphs 3.14, 3.16, and 3.17 of the Procurement Regulations, which delineate the World Bank’s policy regarding conflicts of interest.
Consultants may collaborate with other firms to augment their qualifications; however, it is imperative that they explicitly clarify whether the association constitutes a joint venture and/or a sub-consultancy. In the event of a joint venture, all partners, should they be selected, shall bear joint and several liability for the entirety of the contract.
A consultant shall be selected using the Consultant’s Qualifications-based Selection (CQS) method outlined in the Procurement Regulations.
