Contract Name: Sub-Surface Exploration of Bridge, Flood Control & Multi-Purpose Building for FY2025 Ilocos Sur 2nd LD
Contract Location: San Emilio, Santiago, Alilem, Narvacan, Sta. Cruz, and Candon City, Ilocos Sur

1. The DPWH Ilocos Sur Second District Engineering Offic through the SR2025-02-004982 intends to apply the sum of P 1,806,986.61 (ONE MILLION EIGHT HUNDRED SIX THOUSAND NINE HUNDRED EIGHTY-SIX AND 61/100 PESOS being the Approved Budget for the Contract (ABC) to payment under the contract for above-named project. Bids receive in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The DPWH Ilocos Sur Second District Engineering Office now calls for the submission of eligibility documents for the conduct of Sub-Surface Exploration of Bridge, Flood Control & Multi-Purpose Building (17 bore holes). Interested consultants must submit their eligibility documents on or before August 8, 2025, not later than 10:00 AM at the Conference Room, DPWH Ilocos Sur Second District Engineering Office, Candon City, Ilocos Sur. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3. The BAC shall draw up the short list of consultants from those who have submitted Eligibility Documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

(a) Experience of the Firm (60 pts.);
(b) Availability of Required Personnel of the Firm (10 pts.); and
(c) Current Workload Relative to Capacity (30 pts.).
= For total of 100 pts.
4. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
5. The DPWH Ilocos Sur Second District Engineering Office shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

6. Bid documents will be made available only to shortlisted bidders upon payment of a non-refundable fee in the amount of P5,000.00 to the Cashier of this office.

7. The contract shall be completed within 45 calendar days.

8. The DPWH Ilocos Sur 2nd District Engineering Office reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
